Onder handelaar/menger wordt verstaan een onderneming die al dan niet met de producenten van bio-ethanol verbonden is en die bio-ethanol uit verschillende bronnen betrekt en die producten met het oog op binnenlands verbruik en/of uitvoer mengt tot het onderzochte product.
A trader/blender is a company that is either related or unrelated to the producers of bioethanol and that procures bioethanol from a variety of sources and blends those products into the product under review for domestic and/or export purposes.

Het verzoek werd op 8 november 2017 ingediend door de European Renewable Ethanol Association (e-PURE) („de indiener van het verzoek”) namens producenten die meer dan 25 % van de totale productie van bio-ethanol in de Unie vertegenwoordigen.
The request was lodged on 8 November 2017 by the European Renewable Ethanol Association (e-PURE) (‘the applicant’) on behalf of producers representing more than 25 % of the total Union production of bioethanol.

Based on official sources, market and publicly available information (9), all types of bioethanol and bioethanol in blends, namely mixtures of bioethanol with mineral gasoline as explained in recital 43 above, which are produced in the USA and sold either in the USA or exported are considered to be bioethanol fuels and are part of a legislative package concerning energy efficiency and renewable energy and alternative fuels in the USA.

Even though this claim was not substantiated, the information available has shown that bioethanol produced from sugar beet represents only a minor part of total Union production, around 12 % in 2011, and that two of the companies included in the sample partially use sugar beet as feedstock to produce bioethanol.

Moreover, the fossil energy input for producing ethanol from sugar cane is lower than for ethanol produced in Europe, so the corresponding emission reductions are greater.

In order to check that the alcohol is to be used for the production of bio-ethanol, Member States approve firms which they deem eligible on the basis of their capacity, the plants where the alcohol is processed, their annual processing capacity, and the certificates from the national authorities of the Member State of the final purchaser attesting that the final purchaser uses the alcohol only to produce bio-ethanol and that the bio-ethanol is used only in the fuel sector.
