De lidstaten die dat wensen, kunnen, naast het door het geharmoniseerde bottom-up-model voorgeschreven deel, nog meer bottom-up-metingen toepassen nadat de Commissie daarmee heeft ingestemd overeenkomstig de procedure bedoeld in artikel 16, lid 2, en op basis van een beschrijving van de door de betrokken lidstaat voorgestelde methode.
Member States that so wish may use further bottom-up measurements in addition to the part prescribed by the harmonised bottom-up model subject to the agreement of the Commission, in accordance with the procedure referred to in Article 16(2), on the basis of a description of the methodology presented by the Member State concerned.

Indien voor bepaalde sectoren geen bottom-up-berekeningen beschikbaar zijn, worden in de rapporten aan de Commissie top-down-indicatoren of een combinatie van top-down- en bottom-up-berekeningen gebruikt, met instemming van de Commissie, overeenkomstig de procedure bedoeld in artikel 16, lid 2.

3.
