TRADUCTIONS EN CONTEXTE

42. verzoekt alle lidstaten de centrale arbeidsnormen van de IAO na te leven en de bevorderen, de tot nu toe op sociaal gebied gesloten verdragen te eerbiedigen en concrete uitvoering te geven aan de beginselen ervan die betrekking hebben op de grondrechten van werknemers;

R. overwegende dat de tussentijdse evaluatie van het Europees stelsel van algemene preferenties (SAP) laat zien dat het SAP+-handelsregime, dat eist dat de begunstigde landen gespecificeerde internationale verdragen op het gebied van de mensenrechten, centrale arbeidsnormen, duurzame ontwikkeling en goed bestuur ratificeren en doeltreffend ten uitvoer leggen, een aanmerkelijk positief effect heeft gehad op de gendergelijkheid in deze landen,
R. whereas the mid-term evaluation of the EU's generalised system of preferences (GSP) shows that the GSP+ trade regime, which requires that the beneficiary countries ratify and effectively implement specified international conventions in the fields of human rights, core labour standards, sustainable development and good governance, had a significant positive effect on gender equality in these countries,

3. benadrukt dat de centrale arbeidsnormen (core labour standards) van de Internationale Arbeidsorganisatie (ILO) onontbeerlijk zijn en dringt erop aan dat de EU gebruikmaakt van haar uitgebreide bilaterale betrekkingen om deze te bevorderen; meent dat de eerbiediging en tenuitvoerlegging van de centrale arbeidsnormen van de ILO een absolute vereiste voor het WTO-lidmaatschap dient te zijn en dat de ILO in de WTO de status van waarnemer zou moeten hebben; meent ook dat de Unie haar bilaterale betrekkingen moet gebruiken om de aanbevelingen van de WCSDG te promoten, bijvoorbeeld door erop te letten dat werk dat door de EU is uitbesteed of buiten de EU wordt verricht, niet terechtkomt in sweatshops in de derde wereld, maar dat er kwalitatief hoogstaande banen worden gecreëerd waarmee de levensomstandigheden van arbeiders en hun families in de betrokken landen verbeteren; onderstreept bovendien dat volkeren, maatschappijen en naties alleen de vruchten van de globalisering kunnen plukken bij goed politiek bestuur, een gezonde en doeltreffend opererende staat, een sterk maatschappelijk middenveld, fundamentele democratische vrijheden en een vruchtbare sociale dialoog, en dat de Unie deze factoren in haar bilaterale betrekkingen een hoge prioriteit moet geven;
3. Stresses the indispensability of the ILO’s core labour standards and insists that the EU should use its extensive bilateral relations to advance these; believes that respect and implementation of the ILO’s core labour standards should be a prerequisite for membership of the WTO and that the ILO should have observer status in the WTO; believes, also, that the Union should use its bilateral relations to promote the recommendations of the WCSDG so that offshored and de-located jobs from the EU do not end up in sweat shops in the third world but that jobs of high quality are created which help to improve the lives of workers and their families in the countries concerned; underlines, moreover, that good political governance, sound and effective states, strong civil societies, fundamental democratic freedoms and a productive social dialogue are fundamental for peoples, societies and nations to take advantage of globalisation, and that the Union should prioritise this in its bilateral relations;

De koppeling tussen handel en ontwikkeling, op armoedebestrijding gerichte ontwikkelingssamenwerking, fundamentele arbeidsnormen, sociaal verantwoord ondernemen, milieubescherming, duurzame ontwikkeling, alsook eerbiediging van de rechtsstaat en de mensenrechten, en democratisering zijn zo centrale thema's in het buitenlands beleid geworden.
Hence it has focused its external policies on the links between trade and development, development cooperation focusing on poverty reduction, basic employment standards, corporate social responsibility, the environment, sustainable development, but also the rule of law, human rights and democratisation.

De Unie bevestigt dat de IAO een centrale rol speelt in de bevordering van de naleving van de fundamentele arbeidsnormen en verklaart dat de doeltreffendheid van de IAO-instrumenten moet worden verbeterd.
The Union confirms the key role of the ILO in promoting compliance with core labour standards and affirms the need to reinforce the effectiveness of the ILO's instruments.

De centrale stelling van de mededeling is dat de activiteiten van de WTO, die alles behalve een plaatsvervangende rol hebben, het werk kunnen ondersteunen van de Internationale Arbeidsorganisatie, die de eerbiediging van de universele arbeidsnormen probeert aan te moedigen via dialoog, debat en morele druk, eerder dan door dwang.
The focus of the Communication is to argue that, far from being a substitute, WTO activity could support the work of the ILO, which seeks to encourage respect for universal labour standards through dialogue, debate and moral pressure rather than through coercion.
