Net zoals in het kader van de GLB-hervorming van 2003 moet, in het belang van het concurrentievermogen, de marktgerichtheid en de duurzaamheid van de landbouw in de Gemeenschap, de overschakeling van productiesteun naar producentensteun worden voortgezet door de steun die in de Integrale-GMO-verordening is vastgesteld voor gedroogde voedergewassen, vlas, hennep en aardappelzetmeel af te schaffen, en door de steun voor deze producten te integreren in de regeling inzake ontkoppelde inkomenssteun voor elk bedrijf. De ontkoppeling van de aan de landbouwers te betalen steun zal, net als in het kader van de GLB-hervorming van 2003, de daadwerkelijk betaalde bedragen onverlet laten, maar wel de doeltreffendheid van de inkomenssteun aanzienlijk verbeteren.
As was the case with the CAP reform of 2003, with a view to enhancing the competitiveness of Community agriculture and promoting more market-oriented and sustainable agriculture, it is necessary to continue the shift from production support to producer support by abolishing the existing aids in the Single CMO Regulation for dried fodder, flax, hemp and potato starch and integrating support for these products into the system of decoupled income support for each farm. As was the case with the 2003 CAP reform, while decoupling aid paid to farmers will leave the actual amounts paid unchanged, it will significantly increase the effectiveness of the income support.

Met onze ontwerpresolutie, die door bijna alle fracties wordt gesteund, maken wij duidelijk dat de besluiten die in november 2008 zijn genomen in het kader van de “check-up” van de GLB-hervorming niet toereikend zijn voor de huidige situatie.
In our motion for a resolution, which is supported by nearly all the groups, we make it clear that the decisions made in November 2008 in connection with the health check are not sufficient for the current situation.

Het is derhalve zaak hun situatie in ogenschouw te nemen bij het opstellen van de begroting, maar ook bij de "check-up" van de GLB-hervorming.
It is important, therefore, also to understand their situation both when the budget is being prepared and also in the rescheduling of the CAP provided for in the ‘health check’.

D. overwegende dat middels de GLB-hervorming van 2003 en de check-up van het landbouwbeleid in 2008 is geprobeerd bij te dragen aan een nieuw model voor het GLB dat effectiever en transparanter is en wordt gekenmerkt door een grotere marktgerichtheid; overwegende dat dit proces moet worden voortgezet en dat aan de andere kant het beheer van de GLB-instrumenten en -procedures aanzienlijk in de praktijk vereenvoudigd dient te worden om de landbouwers en de overheidsdiensten te ontlasten,
D. whereas the CAP reform of 2003 and the Health Check of the Common Agricultural Policy of 2008 have sought to contribute to a new architecture for the CAP that is more effective and transparent, characterised by greater market orientation; whereas this process must be continued and the administration of CAP instruments and procedures must be significantly simplified in practice in order to reduce the burden on farmers and administrations,

4. stelt vast dat de GLB-hervormingen van 1992 en1999 en vooral de hervorming van 2003, die werd uitgevoerd in het kader van de check-up van het GLB en het principe van ontkoppeling heeft geïntroduceerd, alsmede de verschillende sectorale hervormingen, alle bedoeld waren om de boeren in de EU in staat te stellen beter te reageren op marktsignalen en -omstandigheden; wenst deze trend bij volgende hervormingen te continueren, waarbij echter bepaalde marktmaatregelen nog steeds nodig zijn met het oog op de specifieke kenmerken van de landbouwproductie;

Notes that the CAP reforms initiated in 1992 and 1999 and, in particular, the 2003 reform, which was reviewed during the Health Check and introduced the principle of decoupling, as well as the various sectoral reforms, were all intended to allow EU farmers to better respond and react to market signals and conditions; wishes this trend to continue in further reforms, while some market measures are still needed in view of the specific features of agricultural production;
