Title 4 — REVENUE ACCRUING FROM PERSONS WORKING WITH THE INSTITUTIONS AND OTHER COMMUNITY BODIES

In het algemeen moet dit communautaire kader geen officiële controles omvatten met betrekking tot voor planten en plantaardige producten schadelijke organismen, aangezien deze controles reeds voldoende bestreken worden door Richtlijn 2000/29/EG van de Raad van 8 mei 2000 betreffende de beschermende maatregelen tegen het binnenbrengen en de verspreiding in de Gemeenschap van voor planten en voor plantaardige producten schadelijke organisme .
As a general rule this Community framework should not include official controls with regard to organisms harmful to plants and plant products since these controls are already adequately covered by Council Directive 2000/29/EC of 8 May 2000 on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community .

In November 2003 Spain was forced to halt imports of fresh citrus fruits from Argentina and Brazil after detecting the presence of diseases which could severely damage Community production, including 'citric canker', which is the most harmful organism for Spanish citrus cultivation.

(28) It is necessary to establish a Community authorisation procedure for the placing on the market of GMOs, as or in products, where the intended use of the product involves the deliberate release of the organism(s) into the environment.

Het is noodzakelijk een communautaire toelatingsprocedure in te stellen voor het in de handel brengen van GGO's als product of in producten, indien het beoogde gebruik van dat product gepaard gaat met de doelbewuste introductie van het organisme, c.q. de organismen, in het milieu.
