21. roept op tot een versterkte Europese aanpak voor de financiering van innovatie, teneinde de huidige versnippering en kortetermijnvisie aan te pakken; is van mening dat de beschikbaarheid van toereikende financiële middelen een onontbeerlijk element is voor de ontwikkeling van innovatie en dat het communautaire budget voor innovatie derhalve aanzienlijk verhoogd dient te worden; dringt erop aan dit bij de komende herziening van het huidige financiële kader en bij de planning van het meerjarig financieel kader 2014-2020 tot uitdrukking te laten komen; wijst er in dat verband op dat de regels aan de hand waarvan wordt bepaald of pre-industrieel en/of experimenteel OO in aanmerking komen voor OO-financiering tegelijk herzien dienen te worden; verzoekt de lidstaten meer financiële middelen uit te trekken voor OO, met het oog op de verwezenlijking van de in 2002 in Barcelona vastgestelde doelstelling, te weten een investering van 3% van het bbp in onderzoek en ontwikkeling in 2010; onderstreept dat het belangrijk is om in tijden van economische crisis onderzoek en ontwikkeling te financieren, omdat daardoor op lange termijn meer banen zullen ontstaan; benadrukt dat het belangrijk is een groter deel van de OO-programma's voor innovatie te reserveren;
21. Calls for a strengthened European approach to financing innovation and to prevent the current fragmentation and short-termism; considers that the provision of adequate financial resources is vital to the development of innovation and that the EU budget for innovation should therefore be substantially increased; calls for this to be reflected in the upcoming revision of the current financial framework and in the planning process in connection with the 2014-2020 Financial Perspective; points out in that regard that the rules for eligibility for RD funding regarding preindustrial and/or experimental RD should be reviewed at the same time; calls on the Member States to increase their RD funding in order to achieve the goal set in Barcelona in 2002 of spending 3% of GDP on RD by 2010; emphasises the importance of research and innovation funding in times of economic crisis, as this will enhance job creation in the long run; stresses the need to earmark an increased proportion of R D programmes for innovation;
