Emphasises the need to reduce the inequalities faced by practitioners in the cultural and creative sector, to fight the proliferation of casual contracts and discrimination in this sector, especially as regards pay, access to the labour market, social security and unemployment and maternity benefits, and to ensure that jobs match the level of qualifications; calls on the Commission and the Member States to look at what changes may be necessary to their social security systems to address the specific needs of practitioners in the cultural and creative sector, while laying down criteria which meet territorial mobility requirements and take due account of the frequent breaks in employment specific to this sector; calls on the Commission and the Member States to intensify cooperation between practitioners in the culture, education and business sectors in order to facilitate the integration of young people – including those at a disadvantage – into the labour market;

(11) De Raad, in zijn conclusies van 16 november 2004 over het werkplan voor cultuur 2005-2006, het Europees Parlement, in zijn resolutie over de cultuursector van 4 september 2003, en het Economisch en Sociaal Comité in zijn advies van 28 januari 2004 over de cultuursector in Europa, hebben te kennen gegeven dat meer rekening moet worden gehouden met de specifieke economische en sociale kenmerken van de niet-audiovisuele cultuurindustrie.
(11) The Council, in its conclusions of 16 November 2004 relating to the work plan on culture (2005-2006), the European Parliament in its resolution of 4 September 2003 on Cultural Industries, and the European Economic and Social Committee in its opinion of 28 January 2004 on cultural industries in Europe, have expressed their views on the need to take greater account of the specific economic and social features of non-audiovisual cultural industries.

Z. whereas a majority of cultural operators questioned hold the view that, with due regard for the subsidiarity principle, enhanced EU involvement, albeit by stronger financial support, legal measures or additional resources, is likely to benefit the cultural industrial structures; whereas these operators also pinpoint a lack of investment, market fragmentation, a threat to commercial viability, and problems in connection with distribution and promotion as major problem areas; whereas care should be taken to ensure that these measures do not jeopardise the competitiveness of European cultural and creative industries in a context of globalisation,
