These three objectives have been widely agreed as having a real European added value by cultural stakeholders (see the EP resolutions of 22 October 2002 and of 4 October 2003 respectively on the importance and dynamism of theatre and the performing arts in an enlarged Europe and on cultural industries, as well as the Council Resolution of 19 December 2002 on European added value and mobility of persons and circulation of works in the cultural sector, the conclusions of the Forum on cultural cooperation of November 2001 and the results of the public consultation on a new programme).

Highlights the cross-sectoral nature of the cultural and creative industries as an attractive communications tool and the global importance of these industries, not just for the world economy, but also for sustainable, smart and inclusive growth, innovation, entrepreneurship, social cohesion, and societal development; stresses the fact that these sectors have a rich local and regional potential for growth, representing new market opportunities for entrepreneurs of cultural and creative industries and thus cultural employment;

51. meent dat het stimuleren van deelname aan culturele programma's van de EU gunstig is voor de materiële en immateriële ontwikkeling in de ENB-landen en onderstreept daarom het belang van programma's als Media Mundus, van de projecten onder auspiciën van de Unie voor het Middellandse Zeegebied en van het cultureel programma van het oostelijk partnerschap; is van mening dat de culturele en mobiliteitsprogramma's ook gericht moeten zijn op de mobiliteit van kunstenaars en kunststudenten; pleit voor de invoering van een cultureel visum voor kunstenaars en andere beroepsbeoefenaars uit de culturele sector van de ENB-landen; verzoekt de Commissie tevens een initiatief op het gebied van visa voor kort verblijf voor te stellen, teneinde de hinderpalen voor mobiliteit in de culturele sector weg te nemen;

Believes that fostering participation in EU cultural programmes can benefit material and non-material development in ENP countries, and stresses, therefore, the importance of programmes such as Media Mundus and of projects run under the auspices of the Union for the Mediterranean and of the Eastern Partnership Culture Programme; points out, furthermore, that cultural programmes and programmes to promote mobility should also focus on the mobility of artists and those pursuing artistic studies; advocates the establishment of a cultural visa for artists and other culture professionals from ENP countries; calls also on the Commission to propose a short-stay visa initiative with the aim of eliminating obstacles to mobility in the cultural sector;

14. verzoekt de Commissie stelselmatig en zo spoedig mogelijk over te gaan tot integrale toepassing van artikel 151, lid 4 van het EG-Verdrag, opdat cultuur en de culturele sector in al het overige communautaire beleid worden meegenomen, met name beleid op het gebied van de interne markt, mededinging, handel, ondernemingen, onderzoek en ontwikkeling, en bij de tenuitvoerlegging van dit beleid meer rekening te houden met het specifieke karakter van de culturele sector, alsmede in het buitenlandse beleid voor het sluiten van internationale verdragen overeenkomstig de UNESCO-conventie inzake culturele diversiteit, daarbij proactief te handelen en internationale samenwerking te bevorderen;

Requests the Commission, to proceed systematically and as soon as possible with the full application of Article 151(4) of the EC Treaty, in order to ensure that culture and the cultural sector are taken into account in all the other Community policies, in particular those relating to the internal market, competition, trade, enterprise and research and development, and to take better account of the special nature of the cultural sector in implementing those policies as well as in external policy relating to the conclusion of international treaties in accordance with the Unesco Convention on Cultural Diversity, and to play a proactive role and improve international cooperation;

Wat de uitvoering van de communautaire steunverlening betreft, moet rekening worden gehouden met de specifieke aard van de culturele sector in Europa en moet er met name voor worden gezorgd dat de administratieve en financiële procedures zoveel mogelijk worden vereenvoudigd en worden aangepast aan de nagestreefde doelstellingen en de praktijken en ontwikkelingen in de culturele sector.
With regard to the implementation of Community support, the specific nature of the cultural sector in Europe should be taken into account, and particular care should be taken to ensure that administrative and financial procedures are simplified as much as possible and adapted to the objectives pursued as well as to practices and developments in the cultural sector.
