F. whereas according to the UN over 191 000 people have died in Syria in the conflict; whereas according to OCHA an estimated 6,4 million persons are internally displaced in Syria and there are more than 3 million Syrian refugees, mainly in Lebanon (1,17 million refugees), Turkey (832 000), Jordan (613 000), Iraq (215 000) and Egypt and North Africa (162 000); whereas, according to the Office for Humanitarian Aid and Civil Protection (ECHO) an estimated 10,8 million people are in need of humanitarian assistance; whereas so far in 2014 the EU has contributed EUR 150 million in humanitarian aid for the victims of the Syrian crisis;

109. betreurt het dat het DG Humanitaire Hulp en Civiele Bescherming van de Commissie in 2012 niet in staat was betalingsverplichtingen voor 60 miljoen EUR tijdig na te komen (en in 2013 voor 160 miljoen EUR) met ernstige gevolgen voor kwetsbare mensen en de ngo's die deze mensen proberen te helpen; vraagt dat de Commissie en de begrotingsautoriteit gezien de dringende levensreddende aard, de snelle projectcyclus en het bescheiden budget (2 EUR per burger per jaar) voor de noodmaatregelen van de Unie, de uitzonderlijke aard en specificiteit van deze acties erkennen door in de jaarlijkse begrotingscyclus te zorgen voor overeenstemmende niveaus voor betalingskredieten en vastleggingskredieten voor humanitaire hulp;
109. Deplores that the Commission's DG for Humanitarian Aid and Civil Protection was unable to honour EUR 60 million of its payment obligations in a timely way in 2012 (and EUR 160 million in 2013) with grave consequences for both vulnerable people and those NGOs trying to support them; given the urgent lifesaving nature, rapid project cycle and modest budget (EUR 2 per citizen per year) involved in the Union emergency response, calls on the Commission and the budgetary authority to recognise the exceptional nature and specificity of these actions by ensuring matching levels of commitment and payment appropriations for humanitarian aid in the annual budgetary cycle;
