Er moeten nadere voorschriften worden vastgesteld voor de wijze waarop de door de Commissie gemachtigde ordonnateur met de groep van staten in Afrika, het Caribisch gebied en de Stille Oceaan (ACS) („de ACS-staten”) en de landen en gebieden overzee („LGO's”) de nodige voorzieningen treft voor een goede uitvoering van de activiteiten, in nauwe samenwerking met de nationale, regionale, intra-ACS of territoriale ordonnateur die door de ACS-staten of LGO's is aangewezen.
Detailed rules should be established in accordance with which the authorising officer empowered by the Commission establishes the necessary arrangements with the African, Caribbean and Pacific (ACP) group of States (‘the ACP States’) and the overseas countries and territories (‘OCTs’) to ensure the proper execution of operations, in close cooperation with the national, regional, intra-ACP or territorial authorising officer designated by the ACP States or OCTs.

Economische partnerschapsovereenkomsten (EPO's) hebben tot doel nieuwe met de Wereldhandelsorganisatie (WTO) verenigbare handelsregelingen te sluiten alvorens de huidige handelsregelingen op 31 december 2007 vervallen, de regionale integratie van de ACS-staten (staten in Afrika, het Caribisch gebied en de Stille Oceaan) te steunen en de vlotte en geleidelijke integratie van de ACS-staten in de wereldeconomie te bevorderen, in het bijzonder door grotere regionale ACS-markten te helpen creëren en zo bij te dragen tot duurzame ontwikkeling en armoedebestrijding.
The objectives of Economic Partnership Agreements (EPAs) are to establish new WTO-compatible trade arrangements before the current trade arrangements expire on 31 December 2007 and to support ACP regional integration and foster the smooth and gradual integration of the ACP states into the world economy, particularly by helping create larger ACP regional markets, thereby contributing to sustainable development and poverty reduction.

Bij artikel 1, lid 1, van Protocol nr. 3 betreffende ACS-suiker (hierna „het ACS-protocol” genoemd), dat is gehecht aan bijlage V van de Partnerschapsovereenkomst tussen de leden van de groep van Staten in Afrika, het Caribische gebied en de Stille Oceaan, enerzijds, en de Europese Gemeenschap en haar lidstaten, anderzijds, ondertekend te Cotonou op 23 juni 2000 (2) (hierna „de ACS-EG-partnerschapsovereenkomst” genoemd), en bij artikel 1, lid 1, van de Overeenkomst tussen de Europese Economische Gemeenschap en de Republiek India over rietsuiker (3) (hierna „de overeenkomst met India” genoemd) is vastgesteld dat de Gemeenschap zich ertoe verbindt tegen gegarandeerde prijzen bepaalde hoeveelheden rietsuiker van oorsprong uit de ACS-staten, respectievelijk uit India, tot levering waarvan deze staten zich verbinden, te kopen en in te voeren.
Pursuant to Article 1(1) of Protocol 3 on ACP sugar (hereinafter referred to as the ACP Protocol) attached to Annex V to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States, of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 (2) (hereinafter referred to as the ACP-EC Partnership Agreement), and Article 1(1) of the Agreement between the European Economic Community and the Republic of India on cane sugar (3) (hereinafter referred to as the Agreement with India), the Community undertakes to purchase and import, at guaranteed prices, specific quantities of cane sugar which originate in the ACP States and India respectively and which those States undertake to deliver to it.

Net als in "Lomé IV" is in de partnerschapsovereenkomst ACS-EG bepaald dat de betrokken kredieten een aanvulling vormen op de kredieten die in het kader van die Overeenkomst aan de ACS-staten worden toegekend, en dat bijzondere aandacht zal worden besteed aan versnelling van de economische diversifiëring, met als doel de complementariteit van de producties te vergroten, en aan intensivering van de samenwerking en ontwikkeling binnen en tussen de ACS-staten, alsmede tussen de ACS-staten en de LGO en de overzeese departementen.
As in Lomé IV, the ACP-EC Partnership Agreement stipulates that the funding in question is to be added to the funding for the ACP States under the Agreement and that particular attention will be paid to speeding up economic diversification so as to encourage complementarity of production and intensify cooperation and development between the ACP States themselves and between them, the overseas countries and territories and the French overseas departments.
