The programme, which is based on the Community strategy on communicable diseases developed in the context of the poverty reduction objective for external assistance, stresses the need to improve access to care and medicines, in particular through the establishment of a global tiered (or differential) pricing system and reduce tariffs and other costs for pharmaceuticals, and to strengthen developing countries' policies and production capacities in the pharmaceuticals sector.
