K. overwegende dat van 2010 tot 2015 het directoraat-generaal Humanitaire Hulp en Civiele Bescherming (ECHO) van de Commissie ongeveer 57,3 miljoen EUR aan humanitaire hulp heeft verstrekt aan kwetsbare personen in de deelstaat Rakhine; overwegende dat ECHO in 2015 projecten in de deelstaat Rakhine financiert om in te spelen op enkele van de meest urgente behoeften van de Rohingya's in de noordelijke gemeenten, waaronder voedsel en voeding, basisgezondheidsdiensten en andere huishoudelijke basisartikelen, en om de sinds 2012 verplaatste bevolking te ondersteunen;

(36) Het is voor de bevordering van de solidariteit van belang dat het Fonds, in coördinatie en synergie met de humanitaire hulp van het directoraat-generaal Humanitaire Hulp en Civiele Bescherming (ECHO), bij noodsituaties waarin sprake is van grote migratiedruk op de lidstaten of derde landen of van massale toestroom van ontheemden, aanvullende steun biedt in de vorm van noodhulp overeenkomstig Richtlijn 2001/55/EG van de Raad van 20 juli 2001 betreffende minimumnormen voor het verlenen van tijdelijke bescherming in geval van massale toestroom van ontheemden en maatregelen ter bevordering van een evenwicht tussen de inspanning van de lidstaten voor de opvang en het dragen van de consequenties van de opvang van deze personen.
(36) It is important for enhanced solidarity that the Fund provides, in coordination and synergy with the humanitarian assistance managed by the European Community Humanitarian Aid Office (ECHO), additional support to address emergency situations of heavy migratory pressure in Member States or third countries or in the event of mass influx of displaced persons, pursuant to Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof, through emergency assistance.

20. meent dat de EU een lijst moet opstellen met uitdagingen waarmee zij wordt geconfronteerd in gebieden zoals het noordpoolgebied, Afrika, de Arabische wereld en de Himalaya en het Tibetaanse Hoogland ("de derde pool"), met name de mogelijkheid van conflicten over watervoorziening; verzoekt daarom de Europese Dienst voor extern optreden (EDEO), het directoraat-generaal voor Humanitaire Hulp en Civiele Bescherming van de Commissie (ECHO) en het directoraat-generaal Ontwikkeling en samenwerking – EuropeAid (DEVCO) om in nauw overleg en nauwe samenwerking een lijst op te stellen van alle landen en regio's die de komende decennia het kwetsbaarst zijn voor klimaatverandering (in het bijzonder de landen van de Alliantie van kleine insulaire staten (AOSIS), waarvan het bestaan door de stijgende zeespiegel wordt bedreigd); verzoekt de HV/VV om de redenen voor het opnemen van ieder land of iedere regio op die lijst en de aard van de vereiste reactie van de EU toe te lichten, om in elk afzonderlijk geval te voorkomen dat het risico op conflicten of andere humanitaire rampen realiteit wordt;
20. Considers that the EU has to present a list of the challenges it faces in areas such as the Arctic, Africa, the Arab World, and the Himalayas and the Tibetan Plateau (‘the Third Pole’), notably the potential for conflicts over water supplies; calls, therefore, on the European External Action Service (EEAS), the Directorate-General for Humanitarian Aid and Civil Protection (ECHO) and the Directorate-General for Development and Cooperation – EuropeAid (DEVCO), in close consultation and coordination, to draw up a list of all countries and regions most vulnerable to climate change over the coming decades (including, in particular, the Alliance of Small Island States (AOSIS) countries whose very existence is threatened by rising sea level); calls on the VP/HR to set out the reasons for including each country or region on that list and the nature of the EU response required to prevent the risk of conflict or other humanitarian disaster becoming a reality in each case;
