11. dringt in dit verband aan op een doeltreffende naleving van het vereiste van artikel 25, onder b), van Verordening (EG) nr. 1905/2006 van het Europees Parlement en de Raad van 18 december 2006 tot invoering van een financieringsinstrument voor ontwikkelingssamenwerking, waarin het volgende wordt bepaald: "de Commissie zal consequent een resultaatgerichte aanpak volgen die gebaseerd is op resultaat- en prestatie-indicatoren, en tevens strikte voorwaarden vaststellen en toezien op de naleving daarvan. Given that the success of the common fisheries policy involves implementing an effective system of control, the measures provided for in this Regulation seek to establish a Community system for control, inspection, and enforcement with a global and integrated approach in accordance with the principle of proportionality, so as to ensure compliance with all the rules of the common fisheries policy in order to provide for the sustainable exploitation of living aquatic resources by covering all aspects of this policy.

Strongly believes that the introduction of a level playing field that enables new market entry and facilitates the introduction of new environmentally friendly technologies must be a priority; congratulates the Commission, in this respect, for making full use of its powers under the competition, merger and State aid rules, in order to enhance the efficiency of the energy market; welcomes the fact that in parallel to the enforcement of individual cases, the energy sector inquiry has played an important role in the Commission's work on identifying necessary regulatory changes in particular issues such as achieving adequate unbundling of network and supply activities, removing regulatory gaps in particular regarding cross-border issues, addressing market concentration and barriers to entry, and increasing transparency in market operations;
