31. Welcomes the establishment of the Green Climate Fund (GCF) board and looks forward to a decision on the hosting of the GCF secretariat in Doha; notes that further decisions are required at the Doha Conference to bring the GCF into operation, as agreed in the Cancún Agreements, especially as regards its initial capitalisation, and stresses the need to mobilise financial support from the Parties in order to bring the GCF into operation; recognises that the Green Climate Fund is vital for the capacity of LDCs to mitigate and adapt to climate change, and that concrete financial commitments in this area are of the utmost importance;

5. spreekt opnieuw zijn krachtige steun uit voor het streven om ontwikkeling in het middelpunt van de ontwikkelingsagenda van Doha te plaatsen en dringt er bij de WTO-leden op aan werk te maken van de verwezenlijking van de doelstellingen zoals opgenomen in de ministersverklaring van Doha van 2001 en de toezeggingen die tijdens de ministersconferentie van de WTO in Hongkong in 2005 zijn gedaan; is stellig van mening dat bij de achtste ministersconferentie van de WTO op zijn minst resultaten moeten worden geboekt ten bate van de minst ontwikkelde landen;
5. Reaffirms its strong support for placing development at the heart of the DDA, and calls on the WTO Members to deliver on the goals set out in the 2001 Doha Ministerial Declaration and the commitments made in the WTO Ministerial Conference in Hong Kong in 2005; firmly believes that the Eighth WTO Ministerial Conference needs to deliver at least in favour of the LDCs;

2. wijst er op dat de onderhandelingen over de ontwikkelingsagenda van Doha hoofdzakelijk zouden moeten zijn gericht op de behoeften van de minst ontwikkelde landen; is van mening dat het resultaat van de ontwikkelingsagenda van Doha bij moet dragen tot de uitbanning van armoede en de verwezenlijking van de millenniumdoelstellingen voor ontwikkeling;
2. Points out that the DDA negotiations should focus primarily on the needs of the least-developed, countries; considers that the outcome of the DDA should contribute to the eradication of poverty and the achievement of the Millennium Development Goals;

A. overwegende dat de ministeriële WTO-bijeenkomst ter afronding van de Doha-ontwikkelingsronde (Doha-ronde) eind juli 2008 vastliep,
A. whereas the WTO Ministerial Meeting intended to close the Doha Development Round ('Doha Round') stalled at the end of July 2008,

– onder verwijzing naar zijn eerdere resoluties over de Doha-ontwikkelingsagenda (Doha Development Agenda, DDA),
– having regard to its previous resolutions on the Doha Development Agenda (DDA),

- op multilateraal niveau, de Doha-ronde (de ontwikkelingsagenda van Doha): voor bio-ethanol zullen er tariefverlagingen komen na onderhandelingen over de toegang tot de landbouwmarkt.
