The definition of these political guidelines became of utmost importance because the Commission proposed, at the end of last year, to extend the competence of the EAR to Former Yugoslav Republic of Macedonia, on the grounds of practical criteria and urgent reasons, and without any link to a managing strategy of the EU assistance to SEE.

De Commissie buitenlandse zaken, mensenrechten, gemeenschappelijke veiligheid en defensiebeleid besloot naar aanleiding van het verslag dat in juli 2001 is gepresenteerd en het ontwerpverslag van dit jaar de activiteiten van het EBW beleidsmatig te evalueren en nader aan te geven hoe deze verder ontwikkeld zouden moeten worden in het kader van het EU-beleid voor Zuidoost-Europa (ZOE), zoals gedefinieerd in het stabilisatie- en associatieproces (SAP).
