Calls on the Commission to focus more strongly on developing countries as potential investment partners; notes too that the Commission’s primary concern is to design an EU investment policy that reflects the objective of achieving maximum protection for EU investors; points out, in this respect, that the Treaty on the Functioning of the European Union obliges the EU to practise policy coherence for development, i.e. to ‘take account of the objectives of development cooperation in the policies that it implements which are likely to affect developing countries’;

45. is verheugd over het feit dat de Unie en de GCC door de jaren heen belangrijke investeringspartners zijn geworden en dat de GCC in 2008, samen met Irak en Jemen, de belangrijkste investeerder in de Unie was; is van mening dat de sluiting van de vrijhandelsovereenkomst, of althans de officiële hervatting van de onderhandelingen, in ieder geval de weg zal effenen voor verdere overeenkomsten die de totstandkoming van directe buitenlandse investeringen (FDI's) over en weer zal aanmoedigen en faciliteren, ten einde obstakels voor buitenlandse deelnemingen en voor bescherming van investeringen op te heffen; herinnert eraan dat directe buitenlandse investeringen inmiddels – sedert de inwerkingtreding van het Verdrag van Lissabon – onder de bevoegdheid van de Unie vallen, en dat een en ander derhalve meer ruimte creëert voor de snelle sluiting van een vrijhandelsovereenkomst tussen de EU en de GCC; merkt op dat iedere toekomstige vrijhandelsovereenkomst nieuwe investeringskansen zou bieden voor beide partijen, terwijl tegelijkertijd de mogelijkheden voor de GCC-landen worden vergroot om te voldoen aan de criteria als kandidaat voor een investeringsovereenkomst in het kader van het toekomstig Europese investeringsbeleid;
45. Welcomes the fact that over the years the EU and the GCC have become major investment partners and that the GCC, together with Iraq and Yemen, ranked as the top investor in the EU in 2008; takes of the view that the conclusion of the FTA, or at least the official reopening of the negotiations, will surely open the way to further agreements which will encourage and facilitate mutual foreign direct investment (FDI) with a view to eliminating obstacles to foreign ownership and investment protection; recalls that, following the entry into force of the Lisbon Treaty, FDI now falls within the competence of the EU and therefore provides further scope for the rapid conclusion of an EU-GCC FTA; notes that any future FTA would open up new investment opportunities for both sides whilst enhancing the possibilities for the GCC to fulfil the criteria as a candidate for an EU investment agreement within the future EU investment policy;
