IN-CONTEXT TRANSLATIONS

Een quarantaineorganisme is een „EU-quarantaineorganisme” indien het bij het afgebakende gebied bedoeld in de aanhef van artikel 3 om het grondgebied van de Unie gaat en indien het quarantaineorganisme is opgenomen in de lijst als bedoeld in artikel 5, lid 2.
A quarantine pest is a ‘Union quarantine pest’ if the defined territory referred to in the introductory part of Article 3 is the Union territory and if it is included in the list referred to in Article 5(2).

A pest, which is not a Union quarantine pest, should be referred to as a ‘Union regulated non-quarantine pest’ if that pest is mainly transmitted through specific plants for planting, its presence on those plants for planting has an unacceptable economic impact as regards the intended use of those plants and it is listed as a Union regulated non-quarantine pest.

Where a quarantine pest is present in the Union territory but not in the territory of a Member State or a part thereof, and is not a Union quarantine pest, the Commission may, upon application of that Member State pursuant to paragraph 4, recognise such territory or part thereof as a protected zone in accordance with paragraph 3 as regards that quarantine pest (‘protected zone quarantine pest’).

Where a quarantine pest is present in the Union territory but not present in the Member State concerned, and is not a Union quarantine pest, the Commission may, upon application of that Member State pursuant to paragraph 4, recognise the territory of that Member State as a protected zone in accordance with paragraph 3.

This might, for example, be necessary where in the event of a serious phytosanitary risk a specific Union quarantine pest has to be listed as priority pest (Art. 6(2)).

(11) Om ervoor te zorgen dat in geval van de aanwezigheid van een EU-quarantaineorganisme doeltreffende en tijdige actie wordt ondernomen, moeten voor het publiek, de professionele exploitanten en de lidstaten kennisgevingsverplichtingen gelden.
