[28] Sinds de aanneming van de ontwerpconclusies van de Raad van de Europese Unie over mogelijke mechanismen voor samenwerking tussen civiele EVDB-missies en Europol inzake wederzijdse informatie-uitwisseling van 17 november 2008, worden er persoonsgegevens tussen Europol en EULEX Kosovo uitgewisseld: de persoonsgegevens worden tussen EULEX (door EUOCI (European Union Office for Criminal Intelligence) en Europol doorgegeven via de nationale Europol-eenheden (NEE’s) in de hoofdsteden van drie lidstaten (Finland, Zweden, Verenigd Koninkrijk).
[28] Following the Adoption of draft conclusions of the Council of the European Union on possible cooperation mechanisms between civilian ESDP missions and EUROPOL as regards the mutual exchange of information on 17 November 2008, the exchange of personal data has been implemented between EUROPOL and EULEX Kosovo: The personal data is transferred between EULEX (by the EUOCI (European Union Office for Criminal Intelligence) and EUROPOL through EUROPOL National Units (ENUs) located in three MS capitals (FI, SE, UK).

Having regard to the Council Joint Action 2008/124/CFSP of 4 February 2008 on the European Union Rule of Law Mission in Kosovo, EULEX KOSOVO (2), and in particular Article 12(2) thereof,

In artikel 12, lid 2, van Gemeenschappelijk Optreden 2008/124/GBVB is bepaald dat het Politiek en Veiligheidscomité (PVC) gemachtigd is om overeenkomstig artikel 38 van het Verdrag de relevante besluiten te nemen met het oog op het politieke toezicht op en de strategische aansturing van de rechtsstaatmissie van de Europese Unie in Kosovo (EULEX KOSOVO), met inbegrip van een besluit tot benoeming van het hoofd van de missie.
Pursuant to Article 12(2) of Joint Action 2008/124/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with Article 38 of the Treaty, to take the relevant decisions for the purpose of exercising political control and strategic direction of the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO), including the decision to appoint a Head of Mission.

Bij Besluit 2010/431/GBVB (4) heeft het PVC, op voorstel van de hoge vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid (HV), de heer Xavier BOUT DE MARNHAC met ingang van 15 oktober 2010 benoemd tot missiehoofd van EULEX KOSOVO, bij Besluit 2011/688/GBVB (5) heeft het PVC het mandaat van de heer Xavier BOUT DE MARNHAC als missiehoofd van EULEX KOSOVO tot en met 14 december 2011 verlengd, en bij Besluit 2011/849/GBVB (6) heeft het dat mandaat tot en met 14 juni 2012 verlengd.
By Decision 2010/431/CFSP (4), following a proposal by the High Representative of the Union for Foreign Affairs and Security Policy (HR), the PSC appointed Mr Xavier BOUT DE MARNHAC as Head of Mission of EULEX KOSOVO with effect from 15 October 2010, by Decision 2011/688/CFSP (5), it extended the mandate of Mr Xavier BOUT DE MARNHAC until 14 December 2011, and by Decision 2011/849/CFSP (6), it extended that mandate until 14 June 2012.

Op 19 september werd bij een aanval op een EULEX-konvooi in het noorden van Kosovo een lid van EULEX gedood.
On 19 September, one member of EULEX was killed in an attack on an EULEX convoy in northern Kosovo.

In het kader van de gestructureerde dialoog over de rechtsstaat kan Kosovo op dit vlak blijven rekenen op steun en begeleiding, met inbegrip van de discussies over de toekomst van de EU-rechtsstaatmissie (EULEX) in Kosovo.
The Structured Dialogue on the Rule of Law will therefore continue to support and guide Kosovo in this area, including in the discussions on the future of the EU rule of law mission in Kosovo, EULEX.

- Further steps to normalise relations with Kosovo in line with the conditions of the Stabilisation and Association Process by: fully respecting the principles of inclusive regional cooperation; fully respecting the provisions of the Energy Community Treaty; finding solutions for telecommunications and mutual acceptance of diplomas; by continuing to implement in good faith all agreements reached; and by cooperating actively with EULEX in order for it to exercise its functions in all parts of Kosovo.
