Expresses its concerns about the dire human rights situation in the country as a result of the worsened economic, political and social climate in recent years; reiterates that freedom of expression, an independent judiciary and the rule of law are vital components of any democratic society; calls, in this connection, on the Venezuelan authorities to halt any form of restriction on freedom of the press and the right to information, to abide by international law in all legal proceedings and immediately to release all political prisoners; welcomes the result of the elections of 6 December 2015 and the formation of the new National Assembly; condemns any attempt to undermine the full enforcement of the election results, such as the suspension of some democratically elected members; calls on the elected members to engage in constructive dialogue with a view to tackling the economic, political, social and security challenges facing Venezuela;

L. whereas paramilitarism continues to be the current formula for exerting economic, political and social domination over the Colombian people; whereas these armed paramilitary groups have been and are being used by Colombia’s political and economic elites and foreign multinationals that have managed to impose for-profit projects concerning the extractive industries (large-scale mining), intensive livestock farming and monoculture by expropriation and compulsory purchases of land, leading to large-scale population displacements, such as in the Pacific coast region;

4. benadrukt dat stabiliteit en veiligheid in de MONA-regio van fundamenteel belang zijn voor de veiligheid van de EU; onderstreept dat ISIS/Da'esh en andere terroristische organisaties jaren geleden wortel hebben geschoten in Irak en Syrië en dat zij streven naar regionale invloed; stellen vast dat de overwinningen van de groepering het gevolg zijn van institutionele, democratische en veiligheidscrises in deze landen en de doorlaatbaarheid van hun gemeenschappelijke grens; onderstreept dat de rekruteringscapaciteit en de expansie van ISIS/Da'esh en het al-Nusra-front worden gevoed door de economische, politieke, sociale en culturele crisis die de regio treft; verzoekt de EU samen met de Arabische wereld te beoordelen wat de diepere oorzaken van de radicalisering zijn en deze op algemene wijze aan te pakken op basis van veiligheid, capaciteit voor democratisch bestuur en politieke, economische, sociale en culturele ontwikkeling, met inclusiviteit als leidend beginsel; is van oordeel dat, tenzij een praktische duurzame oplossing voor deze problemen wordt gevonden, elk optreden om een einde te maken aan de bedreiging van ISIS/Da'esh en andere terroristische groeperingen steeds grotere en hardnekkigere problemen zal opleveren;

Insists on the fact that the stability and security of the MENA region are fundamental to the security of the EU; recalls that ISIL/Da’esh and other terrorist organisations have had their roots in Iraq and Syria for many years, and aim to establish a regional influence; notes that the group’s victories are the result of institutional, democratic and security crises in these countries and the porosity of their common border; stresses that the recruitment capacity and expansion of ISIL/Da’esh and the al-Nusra Front are fuelled by the economic, political, social and cultural crisis afflicting the region; calls on the EU, together with the Arab world, to assess the root causes of radicalisation and adopt a global approach based on security, capacity for democratic governance, and political, economic, social and cultural development, whereby inclusivity should be a guiding principle; believes that, unless a practical, sustainable solution is found to these problems, any action to neutralise the threat posed by ISIL/Da’esh and other terrorist groups will encounter increased and persistent difficulties;

Emphasises the need to formulate a clear interpretation of the ECB mandate as defined in Article 105(1) of the EC Treaty; in particular, calls on the ECB to offer an authoritative and consistent explanation of how, and by which ways and means, the ECB intends to fulfil its Treaty obligation to support the general economic policies in the Community while preserving price stability; notes that the EC Treaty explicitly distinguishes between the goals of price stability and support for general economic policies, and therefore the two goals cannot simply be treated as substitutable, if real meaning is to be given to Article 105(1);

Recalls the concern expressed in its resolution of 14 July 1998 on the Commission communication on the detailed provosions concerning the composition of the Economic and Financial Committee accompanied by a proposal for a Council decision on the detailed provisions concerning the composition of the Economic and Financial Committee (COM(1998) 110 - C4-0222/1998 ) that the efficiency of the Economic Policy Committee and Economic and Financial Committee should be enhanced by streamlining their organisation and responsibilities, to ensure that greater account is taken of structural questions with a view to coordinating economic policies and mapping out common medium-term strategies;
