Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. Wanneer een lidstaat of de Commissie, ongeacht de in bijlage II, deel A vermelde criteria, van oordeel is dat een erkend derde land of een individuele maritieme opleidingsinstelling in dat land niet langer aan de eisen van het STCW-Verdrag voldoet, verwijst de Commissie de zaak naar het in artikel 23 bedoelde comité.
