Het Europees platform voor integratie van de Roma[49] is een nuttig forum voor discussie en gecoördineerde actie door alle belanghebbenden: EU-instellingen, nationale overheden, internationale organisaties, universiteiten en vertegenwoordigers van maatschappelijke organisaties van de Roma.
THE EUROPEAN PLATFORM FOR ROMA INCLUSION [49] is a useful forum for debate and concerted actions of all relevant stakeholders: EU institutions, national governments, international organisations, academia and Roma civil society representatives.

Het Europees platform voor de inclusie van de Roma — samengesteld uit sleutelspelers op het gebied van de inclusie van de Roma uit EU-instellingen, internationale organisaties, regeringen van de lidstaten en het maatschappelijk middenveld — is in april 2009 opgezet om goede praktijken en ervaringen uit te wisselen en de samenwerking onder de deelnemers te stimuleren.

(17) The action of the European Youth Forum, the European Civil Society Platform on Life-Long Learning, the National Academic Recognition Centres (NARIC), the Eurydice, Euroguidance and Eurodesk networks, as well as of the eTwinning National Support Services, the Europass National Centres, and the National Information Offices in the neighbourhood countries is essential in order to achieve the objectives of the programme, notably by providing the Commission with regular and updated information regarding the various fields of their activity and through the dissemination of the Programme results in the Union and in the third participating countries.

(17) The action of the European Youth Forum, the European Civil Society Platform on Lifelong Learning, the National Academic Recognition Centres (NARIC), the Eurydice, Euroguidance and Eurodesk networks, as well as of the eTwinning National Support Services, the Europass National Centres, and the National Information Offices in the neighbourhood countries is essential in order to achieve the objectives of the Programme, notably by providing the Commission with regular and updated information regarding the various fields of their activity and through the dissemination of the Programme results, also in the overseas countries and territories associated with the Union.

It will be open to actors from both culture and development sectors, notably Member States (in particular incumbent and future Council Presidencies), the Commission, the European Parliament, relevant international organisations operating in development and culture fields, partner countries, external partners in particular the EU National Institutes for Culture (EUNIC), as well as civil society and NGO platforms.

Voorts zijn de vergaderingen van het Europees platform voor integratie van de Roma uitgegroeid tot een forum voor discussie en uitwisseling van ervaringen tussen de Commissie, de lidstaten, internationale organisaties en het maatschappelijk middenveld.
In addition, the meetings of the European Platform for Roma Inclusion have developed into a forum for discussion and exchange of experience between the Commission, Member States, international organisations, enlargement countries and civil society.

2. Bij de lidstaten van de Europese Unie wordt erop aangedrongen een Europees platform op te richten, bestaand uit vertegenwoordigers van de nationale organisaties, die de bevoegdheid hebben de naleving van de grond- en burgerrechten door de lidstaten te bewaken en te controleren in hoeverre de nationale wettelijke voorschriften op het gebied van de inlichtingendiensten stroken met de regeling van het EVRM en het handvest van de grondrechten van de EU. Dit platform moet ook verantwoordelijk zijn voor de controle op de wettelijke regelingen ter garantie van het brief- en telefoongeheim. Bovendien moet de lidstaten een aanbeveling inzake de opstelling van een gedragscode worden voorgelegd, waarin de bescherming van het privé-leven, zoals die in artikel 7 van het Europese Handvest van grondrechten is gedefinieerd, integraal gewaarborgd wordt aan alle Europese burgers op het grondgebied van de lidstaten. Bovendien moet worden gegarandeerd dat de inlichtingendiensten opereren onder eerbiediging van de fundamentele rechten, en dat hun optreden in overeenstemming is met de in hoofdstuk 8 (en met name punt 8.3.4) van het verslag uit artikel 8 van het EVRM afgeleide voorwaarden.
2. The Member States of the European Union are called upon to establish a European platform consisting of representatives of the national bodies that are responsible for monitoring Member States’ performance in complying with fundamental and citizens’ rights in order to scrutinise the consistency of national laws on the intelligence services with the ECHR and the EU Charter of Fundamental Rights, to review the legal provisions guaranteeing postal and communications secrecy, and, in addition, to reach agreement on a recommendation to the Member States on a Code of Conduct to be drawn up which guarantees all European citizens, throughout the territory of the Member States, protection of privacy as defined in Article 7 of the Charter of Fundamental Rights of the European Union and which, moreover, guarantees that the activities of intelligence services are carried out in a manner consistent with fundamental rights, in keeping with the conditions set out in Chapter 8 of this report, and in particular Section 8.3.4., as derived from Article 8 of the ECHR.
