Het goedgekeurde Europees pact voor de jeugd vormt een aanvulling op het werk dat actief burgerschap onder jongeren met behulp van de open-coördinatiemethode stimuleert. Voor de terugkeer naar een situatie van aanhoudende duurzame groei in Europa is het van het allergrootste belang dat jongeren in de samenleving en op de arbeidsmarkt kunnen meedraaien en hun mogelijkheden optimaal kunnen ontwikkelen. De Europese Raad heeft dit op zijn voorjaarsbijeenkomst in 2005 erkend en in het kader van de op groei en werkgelegenheid gerichte herziening van de Lissabon-agenda een Europees pact voor de jeugd goedgekeurd[1].
Adoption of the European Pact for Youth by the Spring 2005 European Council[1], as part of the revised Lisbon Strategy focussing on growth and jobs, is a recognition that integrating young people in society and working life, and making better use of their potential, are essential for ensuring a return to sustained and sustainable growth in Europe.

Following a reference to the progress made in implementing the European Pact for Youth in 2007 and to the analysis of the National Reform Programmes for 2007, and drawing on the Commission's strategic report on the renewed Lisbon strategy for growth and jobs: launching the new cycle (2008-2010) - keeping up the pace of change (16714/07), the Council announced the following priorities for further implementation of the Pact:

MEMOREERT het verband met activiteiten op het gebied van onderwijs en jeugd, met name de uitvoering van het Europees pact voor de jeugd; BENADRUKT dat de Europese jongeren moeten kunnen profiteren van het beleid en de maatregelen inzake onderwijs, opleiding, mobiliteit, integratie in het arbeidsproces en sociale integratie;
14. RECALLS the links to activities in the education and youth fields, especially to the implementation of the European Youth Pact; STRESSES the need for young Europeans to benefit from policies and measures concerning education, training, mobility, vocational integration and social inclusion;
