De "Europese cultuurstad" is bovendien niet langer een op zichzelf staand evenement, maar wordt gefinancierd uit het programma Cultuur 2000 (zie bijlage I, punt 3 van besluit nr. 508/2000/EG van het Europees Parlement en de Raad van 14 februari 2000 tot instelling van het programma "Cultuur 2000" - "Bijzondere culturele evenementen met een Europese of internationale uitstraling").
In addition, the 'European Capital of Culture' is no longer an isolated event but is funded by the Culture 2000 Programme (see Annex I, point 3 of Decision 508/2000/EC of the European Parliament and of the Council of 14 February 2000 establishing the Culture 2000 Programme, 'Special cultural events with a European or international dimension').

Op 10 december 2001 deelde de Voorzitter van het Parlement mede dat de Commissie cultuur, jeugd, onderwijs, media en sport toestemming was verleend tot opstelling van een initiatiefverslag, overeenkomstig artikel 163 van het Reglement, over de “Europese cultuurstad 2005”.
At the sitting of 10 December 2001 the President of Parliament will announce that the Committee on Culture, Youth, Education, the Media and Sport had been authorised to draw up an own-initiative report, pursuant to Rule 163 of the Rules of Procedure, on the ‘European Capital of Culture 2005’.

Op 25 oktober 2001 deed de Voorzitter van het Parlement de Commissie cultuur, jeugd, onderwijs, media en sport het verslag van de jury toekomen voor de keuze van de "Europese cultuurstad voor 2005". In haar brief wees zij erop dat het Europees Parlement hierover advies kan uitbrengen overeenkomstig artikel 2, lid 3 van besluit 1419/1999/EG van het Europees Parlement en de Raad van 25 mei 1999.
By letter of 25 October 2001, the President of the European Parliament forwarded to the Committee on Culture, Youth, Education, the Media and Sport the report drawn up by the selection panel for the 'European Capital of Culture 2005', indicating that, pursuant to Article 2(3) of Decision 1419/1999 of the European Parliament and of the Council of 25 May 1999, the European Parliament could forward an opinion on that subject.

This report, commissioned by the Network of Cultural Cities of Europe with the support of the European Commission, refers to 21 European cities and evaluates the achievements, problems and impacts of the programme of the 10 cities which have already held the title of European City of Culture and 3 cities which have hosted European Cultural Months.
