TRADUCTIONS EN CONTEXTE

De rapporteur staat achter de voorstellen van de Commissie, inclusief de deelneming van de EIB aan het Europees economisch herstelplan door de toekenning van kredieten of nieuwe leningen en fondsen, en door maatregelen om de bestaande subsidiabiliteitsregels te versoepelen in verband met de financiering uit de begroting van de Europese Unie.
The rapporteur welcomes the Commission’s proposals, including the EIB’s involvement in the European economic recovery plan through the provision of funding or new loans and funds, and by measures to relax existing eligibility criteria with respect to financing from the European Union budget.

In zijn verslag dat op 4 juli 2006 (volgens de raadplegingsprocedure) door de plenaire vergadering is aangenomen, kwam de rapporteur tot de conclusie dat het voorgestelde besluit van de Raad de financiering van de begroting van de Europese Unie zeker niet transparanter, maar juist minder transparant zou maken en niet zou voldoen aan de eisen voor een nieuw stelsel, zoals vastgesteld door het Europees Parlement in zijn standpunt inzake het laatste voorstel betreffende de eigen middelen van 1999.

Dit initiatief werd gevolgd door een resolutie van het Europees Parlement waarin het krachtig zijn steun uitsprak voor de voortzetting van de twee programma’s onder de auspiciën van de Europese Unie en waarin het een duidelijke oproep deed de gehele financiering uit de begroting van de Europese Unie te bekostigen.
This initiative was followed by the European Parliament's Resolution expressing strong support for the two programmes to be continued under the auspices of the European Union, and making an unequivocal call for the entire funding to be secured from the European Union’s budget.

3. Op basis van de ramingen neemt de Commissie in het ontwerp van begroting van de Europese Unie de ramingen op die zij noodzakelijk acht met betrekking tot de personeelsformatie en het bedrag van de subsidie ten laste van de algemene begroting van de Europese Unie overeenkomstig de artikelen 313 en 314 VWEU.
3. On the basis of the statement of estimates, the Commission shall enter in the draft budget of the European Union the estimates it deems necessary in respect of the establishment plan and the amount of the subsidy to be charged to the General Budget of the European Union in accordance with Articles 313 and 314 TFEU.

TEN AANZIEN VAN DE UITGAVEN VAN HET GBVB DIE OVEREENKOMSTIG ARTIKEL 41 VAN HET VERDRAG BETREFFENDE DE EUROPESE UNIE TEN LASTE VAN DE ALGEMENE BEGROTING VAN DE EUROPESE UNIE KOMEN, TRACHTEN DE INSTELLINGEN ELK JAAR IN HET BEMIDDELINGSCOMITÉ EN OP BASIS VAN DE DOOR DE COMMISSIE OPGESTELDE ONTWERPBEGROTING OVEREENSTEMMING TE BEREIKEN OVER DE OP DE BEGROTING VAN DE EUROPESE UNIE AAN TE REKENEN HUISHOUDELIJKE UITGAVEN EN DE VERDELING ERVAN OVER DE IN DE VIERDE ALINEA VAN DIT PUNT VOORGESTELDE ARTIKELEN VAN HET GBVB-HOOFDSTUK VAN DE BEGROTING.
18. As regards CFSP expenditure which is charged to the general budget of the European Union in accordance with Article 41 of the Treaty on European Union, the institutions will endeavour, in the conciliation committee, and on the basis of the draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the budget of the European Union and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.
