To this effect, the Council invited the Commission to continue its work on the definition phase which, as outlined by the Council Resolution of 19 July 1999, covers several aspects. They include, in particular, the negotiations with the US and Russia and the possible participation of other third countries, the legal status of Galileo, the institutionalisation of a Galileo Steering Committee, the security of the system, the public/private partnership and the cost/benefit analysis.

A preliminary definition of the system's required level of security and the related cost will have to be submitted to the Council for examination and decided no later than end 2001 following the advice of the Galileo Steering Committee (GSC) and the Galileo System Security Board (GSSB).
