Overeenkomstig de conclusies van de Raad van 7 oktober 2008 dient er binnen het kader van deze verordening ten behoeve van alle lidstaten een gedecentraliseerd netwerk zonder rechtspersoonlijkheid, Eurofisc genaamd, te worden ingesteld ter bevordering en vergemakkelijking van multilaterale en gedecentraliseerde samenwerking waardoor doelgericht en snel tot bestrijding van specifieke soorten fraude kan worden opgetreden.
In accordance with the Council Conclusions of 7 October 2008, a decentralised network without legal personality, to be called Eurofisc, should be established within the framework of this Regulation for all the Member States, to promote and facilitate multilateral and decentralised cooperation permitting targeted and swift action to combat specific types of fraud.

1. De samenwerkingspartners die krachtens deze verordening financiële steun kunnen verkrijgen, zijn de actoren van de gedecentraliseerde samenwerking uit de Gemeenschap en uit de ontwikkelingslanden, zoals plaatselijke (waaronder ook gemeentelijke) overheden, niet-gouvernementele organisaties, organisaties van inheemse volkeren, beroepsverenigingen en plaatselijke initiatiefgroepen, coöperaties, vakbonden, organisaties van economische en sociale actoren, lokale organisaties (met inbegrip van netwerken), die actief zijn op het terrein van de regionale gedecentraliseerde samenwerking en integratie, consumentenorganisaties, vrouwen- en jongerenorganisaties, onderwijs-, culturele, onderzoeks- en wetenschappelijke organisaties, universiteiten, kerken en religieuze verenigingen of gemeenschappen, media en alle andere niet-gouvernementele verenigingen en onafhankelijke stichtingen die een bijdrage kunnen leveren aan ontwikkeling.
1. The cooperation partners eligible for financial support pursuant to this Regulation shall be decentralised cooperation agents in the Community or the developing countries, such as: local (including municipal) authorities, non-governmental organisations, organisations of indigenous peoples, local traders' associations and local citizens' groups, cooperatives, trade unions, economic and social actors organisations, local organisations (including networks) which are active in the area of regional decentralised cooperation and integration, consumer organisations, women's and youth organisations, teaching, cultural, research and scientific organisations, universities, churches and religious associations or communities, media and any non-governmental associations and independent foundations likely to contribute to development.

(4) Het instrument gedecentraliseerde samenwerking heeft een specifieke toegevoegde waarde voor de ondersteuning van gerichte maatregelen in specifieke situaties waarin traditionele instrumenten niet bruikbaar zijn of niet relevant. Ook kan het begrotingsinstrument de diversifiëring ondersteunen van gedecentraliseerde actoren als potentiële partners van het ontwikkelingsproces.
(4) The decentralised cooperation instrument has a specific added value for the purposes of supporting operations in specific situations and difficult partnerships where traditional instruments cannot be used or are not relevant, and in terms of the support it provides for the diversification of decentralised actors as potential partners in the development process.

This form of cooperation shall enable the mobilisation of capabilities, innovative operating methods and resources of decentralised agents for the development of the ACP State.

Overwegende dat het belang van een ontwikkelingsmodel zoals gedecentraliseerde samenwerking is onderstreept in de Vierde ACS-EG-Overeenkomst, Verordening (EEG) nr. 443/92 van de Raad van 25 februari 1992 inzake financiële en technische hulp en economische samenwerking met de ontwikkelingslanden in Latijns-Amerika en in Azië (3), alsook in de resolutie van de Raad van 27 mei 1991, betreffende de samenwerking met NGO's en in heel wat resoluties van het Europees Parlement;
Whereas the importance of a decentralised approach to development cooperation has been emphasised in the Fourth ACP-EC Convention, Council Regulation (EEC) No 443/92 of 25 February 1992 on financial and technical assistance to, and economic cooperation with, the developing countries in Asia and Latin America (3), and the Council Resolution of 27 May 1991 on cooperation with NGOs and in numerous European Parliament Resolutions;
