In order to deliver on the targets and objectives set out in the Union strategy for smart, sustainable and inclusive growth, the ERDF should contribute under the European territorial cooperation goal to the thematic objectives of developing an economy based on knowledge, research and innovation, including through the fostering of cooperation between businesses, particularly between SMEs, and through the promotion of the establishment of systems for cross-border information exchange in the area of ICT; promoting a greener, more resource-efficient and competitive economy, including through the promotion of sustainable cross-border mobility; fostering high employment that results in social and territorial cohesion, including through activities supporting sustainable tourism, culture and natural heritage as part of a territorial strategy aimed at achieving employment-friendly growth; and developing administrative capacity. However, the list of the investment priorities under the different thematic objectives should be adapted to the specific needs of the European territorial cooperation goal, by providing for additional investment priorities allowing in particular for the continuation under cross-border cooperation of legal and administrative cooperation, cooperation between citizens and institutions, and of cooperation in the fields of employment, training, integration of communities and social inclusion in a cross-border perspective, and by the development and coordination of macro-regional and sea-basin strategies under transnational cooperation.

Given the further alignment of the rules governing the cooperation between one or more Member States and one or more third countries, predominantly in the context of cross-border cooperation under the European Neighbourhood Instrument (ENI) and the Instrument for Pre-accession Assistance (IPA II), but also in the context of complementary financing from the European Development Fund, and of transnational cooperation under the European territorial cooperation goal, where allocations from the ENI and the IPA II are to be transferred in order to pool such allocations with allocations from the European Regional Development Fund (ERDF) under joint cooperation programmes, the participation of members from third countries neighbouring a Member State, including its outermost regions, in EGTCs established between at least two Member States should be explicitly provided for.

Considers that further exploitation of the opportunities offered in the context of the European Territorial Objective is of crucial importance; believes, in this connection, that the European Grouping of Territorial Cooperation (EGTC) can constitute an important instrument for further strengthening transnational, cross-border and interregional cooperation, even with countries which are not EU Member States; sees the development of interregional cooperation across national borders as evidence of the particularly important contribution made by the regions to rapid assistance for the purposes of civil protection; considers that this fruitful cooperation extends, inter alia, to the shared aim of mapping risks and assessing potential threats, and that it is here that the EU can make a valuable and visible contribution to even more effective and efficient cooperation, above all by improving coordination;

Points out that transnational cooperation is the essence of FP7 and CIP, and that territorial cooperation (via transnational, interregional and cross-border programmes) is mainstreamed in the Structural Funds; calls on the Commission to reinforce the European territorial cooperation objective in the future, through its further mainstreaming; invites the Commission to evaluate the possibilities of enhancing territorial cooperation in the field of innovation in each cohesion policy objective; points out that better knowledge of the results of FP7 and CIP at regional level would facilitate practical coordination between the EU Regional policy and these programmes; urges the Commission to pay particular attention to such coordination; encourages Member States to take further measures for effective transnational cooperation by developing coherent regional and national strategies for achieving synergies; calls the Commission and Member States also to facilitate development and accessibility of data on this issue;
