Om het goedkeuringsproces voor kleine interventies te stroomlijnen, kan het IF-comité gunstig advies uitbrengen over voorstellen van de EIB voor een algemene toewijzing (rentesubsidies, technische bijstand) of algemene goedkeuring (leningen, risicokapitaal) die vervolgens, zonder dat nader advies van het IF-comité en/of de Commissie nodig is, door de EIB specifiek worden toegewezen aan individuele projecten volgens in de algemene toewijzing of goedkeuring bepaalde criteria, met inbegrip van de maximale subtoewijzing per project.
