e)goedkeuring van een wet om te komen tot een gedegen stelsel van ondernemingsbestuur voor publieke en semipublieke ondernemingen en tenuitvoerlegging van een privatiseringsplan om de economische efficiëntie te verbeteren en de houdbaarheid van de schuld te herstellen.
(e)adoption of a law to achieve a solid corporate governance system for State-owned and semi-public enterprises and implementation of a privatisation plan to help improve economic efficiency and restore debt sustainability.

I. overwegende dat de bevoegde commissie van de Amerikaanse Senaat op 26 juni 2012 unaniem een wet heeft goedgekeurd om de toegang tot de Verenigde Staten te ontzeggen aan ambtenaren die verdacht worden van schending van de mensenrechten en dat deze wet de naam Magnitsky-wet heeft gekregen, ter ere van Sergei Magnitsky, die in 2009 in de gevangenis is gestorven na corruptie aan het licht te hebben gebracht bij de Russische belastingdienst en het ministerie van Binnenlandse Zaken; dat zijn arrestatie en daaropvolgende overlijden voor vele mensen een symbool is geworden van het onrecht in Rusland; overwegende dat Rusland de goedkeuring van deze wet heeft veroordeeld;
I. whereas on 26 June 2012 the committee of the U.S. Senate unanimously passed a law banning entry to United States officials suspected of human rights violations and named it as ‘Magnitsky Law’ in honour of Sergei Magnitsky, who died in 2009 in prison after he exposed corruption within the ranks of the Russian tax services and the Ministry of Internal Affairs; his arrest and subsequent death for many people has become a symbol of Russian injustice; whereas Russia has condemned the adoption of this law;

23. benadrukt het belang van het decentraliseringsproces voor de verbetering van het functioneren van de staat doordat het deze dichter bij de burgers brengt en tegelijkertijd hun recht op provinciale autonomie en lokaal zelfbestuur respecteert; is in dit verband verheugd over de goedkeuring van de wet inzake nationale raden voor minderheden, waarbij de bevoegdheden en de verkiezing van nationale raden voor minderheden worden geregeld in overeenstemming met de internationale normen; erkent dat met de goedkeuring van het statuut en de wet inzake de bevoegdheden van Vojvodina vooruitgang is geboekt bij de tenuitvoerlegging van de grondwet van november 2006; dringt aan op voortzetting van het decentraliseringsproces door de goedkeuring van de wet inzake overheidsinkomsten en de wet betreffende openbare bezittingen van Vojvodina en de lokale gemeenten, die Vojvodina in staat zullen stellen te beginnen met de uitoefening van haar bevoegdheden krachtens het nieuwe statuut; dringt bovendien aan op nadere politieke inspanningen om gehoor te geven aan de aspiraties van de Albanese minderheid in de vallei van Preševo voor lokaal bestuur door op korte termijn de nodige middelen ter beschikking te stellen die moeten worden verdeeld in overleg met het coördinatieorgaan voor de gemeenten Preševo, Bujanovac en Medvedja; benadrukt tegelijkertijd dat de vertegenwoordigers van de Albanese minderheid een centrale verantwoordelijkheid hebben en dringt er bij hen op aan de felle nationalistische en separatistische retoriek, die haaks staat op de elementaire Europese waarden, te veroordelen; benadrukt tevens het belang van de integratie van Serviërs in deze lokale bestuursorganen;
23. Underlines the importance of the decentralisation process in improving the functioning of the state by bringing it closer to the citizens, while at the same time respecting their right to provincial autonomy and local self-government; in this context, welcomes the adoption of the Law on National Minority Councils, which regulates the competences and the election of national minority councils in a way that is in line with international standards; recognises the progress in the implementation of the November 2006 Constitution through the adoption of the Statute and the Law on the competencies of Vojvodina; calls for the process of devolution of power to be continued by the adoption of the Law on public incomes and by the Law on the public property of Vojvodina and local municipalities, which will allow Vojvodina to start wielding authority under the new Statute; moreover, calls for further political efforts to address the aspirations of the Albanian minority in Preševo valley to local administration by swift provision of appropriate funds to be distributed in consultation with the Coordination Body for the Municipalities of Preševo, Bujanovac and Medvedja; at the same time, stresses the key responsibility of the representatives of the Albanian minority and urges them to discourage strident nationalistic and secessionist rhetoric, which is in sharp contrast to basic European values; equally, underlines the importance of integration of Serbs into these local government bodies;

6. onderstreept dat het regelmatig op het laatste moment veranderen van de verkiezingsregels en de aanhoudende discussies over de toepassing van die regels een atmosfeer van onnodige controverses creëren rondom alle verkiezingen; is daarom ingenomen met het feit dat een ontwerp voor een enkele verkiezingswet nu ter goedkeuring is voorgelegd aan de Verkhovna Rada; is in dit verband ingenomen met het feit dat president Janoekovitsj verklaard heeft lering te willen trekken uit de gemeenteraadsverkiezingen en vorderingen te willen maken met de aanneming van deze verkiezingswet; benadrukt dat de hervorming van het kiesstelsel tot stand moet komen via een transparant en op participatie stoelend proces en ervoor moet zorgen dat er ruim voor de parlementsverkiezingen een herzien verkiezingskader is ingevoerd; verzoekt de Oekraïense autoriteiten het aanbod van de Europese Unie, de Raad van Europa en de OVSE om te helpen bij de totstandbrenging van een wet die volledig voldoet aan de Europese normen, te aanvaarden; dringt bij de autoriteiten aan op goedkeuring van een wet inzake de financiering van politieke partijen die aan de Europese normen voldoet en vindt dat de mogelijkheid moet worden overwogen van financiële steun van staatswege aan de politieke partijen, teneinde hun afhankelijkheid van economische belangengroepen te verminderen;
6. Stresses that the regular last-minute changes of the election rules and the continuing discussions about the application of these election rules create an atmosphere of unnecessary controversy around all elections; therefore welcomes that a draft for a Unified Election Code has now been tabled for adoption in the Verkhovna Rada; welcomes in this context the readiness expressed by President Yanukovych to draw lessons from the local elections and advance on the adoption of this Electoral Code; stresses that electoral reform should be conducted through a transparent and participative process and should ensure that a revised electoral framework is in place well ahead of parliamentary elections; urges the Ukrainian authorities to take up the offers for support by the institutions of the European Union, the Council of Europe and the OSCE to come to a law which is fully in line with European standards; urges the authorities to adopt a law on political party financing that is in line with European standards and to consider the possibility of state funding for political parties to decrease their dependence on economic interests;
