7. Emphasises that the increased number of WTO member states in the region, where all but two states are now members, positively contributes to the establishment of a predictable and stable trade regime and recommends that relevant BSEC member countries step up their efforts to acquire membership of the World Trade Organisation (WTO) and that all Black Sea countries continue the adjustment of national legislation to WTO rules and multilateral trade principles, including EU trade-related acquis; invites them to step up the gradual elimination of trade barriers with the aim of further trade liberalisation, including simplification of customs procedures and tax regimes; considers that enhanced cooperation at parliamentary level, both bilaterally and with the Parliamentary Assembly of the BSEC, PABSEC and the Parliamentary Conference on the WTO, would further benefit the process; considers, in this context, that the European Union should become a full member of the Black Sea Economic Cooperation.

De WCSDG benadrukt ook dat handelsliberalisatie een middel moet zijn om bepaalde hogere doelstellingen te bereiken, zoals sterke en aanhoudende groei, volledige werkgelegenheid, de bevordering van fatsoenlijk werk en de vermindering van armoede.
The WCSDG also underlines that trade liberalisation should be a means to achieve ultimate objectives, such as high and sustained growth, full employment, promotion of decent work and the reduction of poverty.

De WCSDG erkent dat de DDA van cruciale betekenis is en stimuleert pogingen om de multilaterale handelsliberalisatie aan alle landen, en aan alle sociale groepen binnen die landen, ten goede te doen komen.

In toekomstige programma's voor ontwikkelingssteun moet echter meer nadruk worden gelegd op het helpen van minder ontwikkelde landen om de handel in hun armoedeverminderingsstrategieën te integreren en de sociale gevolgen van de handelsliberalisatie te beheersen, met name door de opbouw van sociale beschermingsregelingen en van een sociaal-economische basis voor de hervorming van de handel.
More attention must however be given in future development aid programmes to helping less developed countries to mainstream trade into their poverty reduction strategies and to manage the social impact of trade liberalisation, notably through the creation of social protection mechanisms and a socio-economic floor upon which trade reform should be built.
