Recalls that the possibilities for people in need of protection to legally enter the EU are very limited, and deplores the fact that they have no other option but to resort to criminal smugglers and dangerous routes to find protection in Europe, as a result of, among other factors, the building of fences and sealing-off of external borders; considers it therefore a high priority that the EU and its Member Statescreate safe and legal avenues for refugees, such as humanitarian corridors and humanitarian visas; stresses that, in addition to a compulsory resettlement programme, Member States should agree to provide other tools, such as enhanced family reunification, private sponsorship schemes and flexible visa arrangements, including for study and work; believes that it is necessary to amend the Visa Code by including more specific common provisions on humanitarian visas; asks Member States to make it possible to apply for asylum at their embassies and consular offices;

Calls on Moscow to stop escalating the situation by halting immediately the flow of weapons, mercenaries and troops in support of the separatist militias and to seal the 400-km part of the frontier that is currently not under the control of Ukraine’s border guards; stresses that the way in which Russia has violated the Budapest Agreement, which was seen as an important contribution to global nuclear disarmament and non-proliferation in the 1990s, will have a massive negative impact on the readiness of other countries to accede to the Non-Proliferation Treaty (NPT) and strictly abide by the obligations of the NPT regime ahead of the upcoming 2015 NPT Review Conference;

20. verzoekt de Commissie en de lidstaten om de noodzakelijke maatregelen te nemen om kritieke infrastructuur tegen cyberaanvallen te beschermen en voorzieningen te treffen ten einde de toegang tot kritieke infrastructuur hermetisch af te sluiten als een rechtstreekse cyberaanval een ernstige bedreiging vormt voor de goede werking van de infrastructuur;

Calls on the Commission and the Member States to take the necessary measures in order to protect critical infrastructure from cyber attacks and to provide ways of hermetically cutting off access to a critical infrastructure if a direct cyber attack poses a severe threat to its proper functioning;
