4. De projecten en acties waarvoor uit hoofde van deze verordening financiering wordt verleend, worden uitgevoerd overeenkomstig het Gemeenschapsrecht en houden rekening met toepasselijk communautair beleid, met name op de gebieden mededinging (inclusief de voorschriften inzake staatssteun), milieubescherming, gezondheid, duurzame ontwikkeling en gunning van overheidsopdrachten.
4. Projects and actions financed under this Regulation shall be carried out in accordance with Community law and shall take into account any relevant Community policies, in particular those relating to competition including the applicable State aid rules, protection of the environment, health, sustainable development and public procurement.

Een goede programmering van de structurele bijstandsverlening, en in laatste instantie een goede uitvoering van de programma's, vooronderstelt dat de lidstaten zich hebben gekweten van hun verplichtingen uit hoofde van de communautaire beleidsmaatregelen inzake milieubescherming en -verbetering, en het "Natura 2000"-netwerk in het bijzonder.
If structural measures are to be properly programmed and the programmes themselves properly implemented, Member States must have complied with their obligations under the Community policies and measures on the protection and improvement of the environment, in particular in the context of the Natura 2000 network.

Uiteraard mogen projecten die uit hoofde van het regionaal beleid door de Gemeenschap worden gesubsidieerd op geen enkel punt in strijd zijn met het beleid van de Gemeenschap op andere gebieden, met name de voorschriften inzake mededinging, overheidsopdrachten en milieubescherming.
