Overwegende dat in artikel 1 van Verordening (EEG) nr. 1423/88 van de Raad van 24 mei 1988 inzake de verlening van steun voor de produktie van bepaalde rijstrassen van het type »indica" of met de vorm van »indica" in Portugal (4) is bepaald dat de in artikel 8 bis van Verordening (EEG) nr. 1418/76 bedoelde steunregeling voor de produktie van bepaalde rijstrassen van het type »indica" of met de vorm van »indica" in Portugal met ingang van 1 april 1988 van toepassing is;

Overwegende dat in artikel 8 bis, lid 2, van Verordening (EEG) nr. 1418/76 van de Raad van 21 juni 1976 houdende een gemeenschappelijke ordening van de rijstmarkt (3), laatstelijk gewijzigd bij Verordening (EEG) nr. 3990/87 (4), is bepaald dat voor de produktie van bepaalde rijstrassen van het type »indica" of met de vorm van »indica" vanaf de inzaai 1987/1988 en tot aan het eind van het verkoopseizoen 1991/1992 steun wordt verleend; dat volgens artikel 261 van de Toetredingsakte Verordening (EEG) nr. 1418/76 tot 1 januari 1991 niet van toepassing is in Portugal;
Whereas Council Regulation (EEC) No 1418/76 of 21 June 1976 on the common organization of the market in rice (3), as last amended by Regulation (EEC) No 3990/87 (4), provides in Article 8a (2) thereof that for the production of certain varieties of rice of the Indica type or profile, the aid is to be granted in respect of rice sown during the 1987/88 marketing year and until the end of the 1991/92 marketing year; whereas, pursuant to Article 261 of the Act of Accession, Regulation (EEC) No 1418/76 does not apply to Portugal until 1 January 1991;

Om het beleid voort te zetten dat er op gericht is de omschakeling van Japonica-rijst, waarvan er een overschot is, op rassen van het Indica-type te stimuleren, wordt voorgesteld de omschakelingssteun nog een jaar langer te blijven toekennen, maar het bedrag ervan te verlagen en de interventie-aankoopprijs voor Japonica met 4 % te verminderen.
