Stresses that the EU needs to possess capable crisis response structures with 24/7 monitoring and response capacity, able to provide early warning and up-to-date situation awareness to all relevant actors; notes the existence of a multitude of EU-level monitoring centres, and that this raises questions of efficient coordination in the event of complex, multidimensional crises; notes the establishment of the Situation Room within the European External Action Service, as well as the existence of a number of sectoral monitoring centres within Commission departments and specialised EU bodies; draws attention, in particular, to the Monitoring and Information Centre of DG ECHO, the Strategic Analysis and Response Capability of DG HOME, the Health Emergency Operations Facility of DG SANCO, and the situation room of Frontex;

Is of the opinion that the EU should develop further its capacities and calls on the Commission to explore and report on the establishment as well as on the continuation of EU activities in the Arctic such as a circumpolar joint multilateral research funding programme providing for easier and less bureaucratic cooperation and joint projects of the research community; requests the Commission to explore as a key priority the establishment of an EU Arctic Information Centre as a joint, networked undertaking, taking into account suitable proposals; notes the proposal by the University of Lapland in this respect; considers that such a centre needs to be capable both of organising permanent EU outreach to the major actors relevant to the Arctic and of channelling Arctic information and services towards the EU's Institutions and stakeholders;

Shares the Commission's view that alternative dispute resolution mechanisms (ADR), such as mediation and arbitration or out-of-court settlements, can be an expedient and attractive option for consumers; notes that some private operators, such as online platforms, have established successful initiatives to boost consumer confidence, using internal dispute resolution instruments; urges Member States to encourage the development of ADR in order to enhance the level of consumer protection and maximise compliance with legislation; recalls the positive experiences of SOLVIT and of the network of European Consumer Centres; calls for the creation of a European e-consumer information system which would offer detailed guidance and information about rights and obligations in the digital market; but emphasises that such mechanisms should complement and not substitute judicial or administrative means of enforcement;

Hiervoor worden vijf maatregelen voorgesteld, zodat op verschillende manieren kan worden gewerkt aan de valorisatie van het cultureel erfgoed en het milieu van Zuid-Italië (een informatiecentrum waar documentatie en voorlichting over het cultureel erfgoed en het milieu in de beschermde gebieden wordt verstrekt; ontwikkeling van duurzaam toerisme in de beschermde gebieden; interregionale culturele reisroutes; de kleinere eilanden; de diensten voor cultuurtoerisme (musea, monumenten, oudheidkundige bezienswaardigheden).
Five proposals have been put forward for this part of the programme. These provide for various ways of optimizing the cultural heritage and the environment of southern Italy (a visitors' centre providing information and education about protected areas; sustained development of sustainable tourism in protected areas; interregional cultural itineraries; smaller islands; amenities for cultural tourism (museums, monuments, areas of archaeological interest)).
