The emergency relocation mechanism is not a solution to the long-term challenge of asylum pressure on the external borders of the Union, but, rather, a test case with a view to the upcoming legislative proposal on a permanent emergency relocation scheme based on Article 78(2) of the Treaty and is therefore initially restricted to a total of 40 000 applicants.
