In CEPT-verslag 45 dat in het kader van het vijfde mandaat is ingediend en op 21 juni 2013 door het Comité voor elektronische communicatie (ECC) is goedgekeurd, adviseert de CEPT de Commissie om een meer gestroomlijnde aanpak te hanteren met betrekking tot latere wijzigingen van Beschikking 2007/131/EG en daarbij rekening te houden met de omschrijving van mitigatietechnieken met inbegrip van alle relevante gedetailleerde parameters die zijn vastgelegd in de door het Europees Instituut voor telecommunicatienormen (ETSI) ontwikkelde geharmoniseerde Europese normen.
In CEPT Report 45, approved on 21 June 2013 by the Electronic Communications Committee (ECC) and submitted in response to the fifth mandate, CEPT advised the Commission to take a more streamlined approach on subsequent amendments of Decision 2007/131/EC, taking into account the description of mitigation techniques with all the relevant detailed parameters within the harmonised European standards developed by the European Telecommunications Standards Institute (ETSI).

Stresses that in line with the Roadmap the agencies have a responsibility to ensure that their websites mention that they are agencies of the Union; notes that several still need to comply fully (the Body of European Regulators for Electronic Communications, the European Insurance and Occupational Pensions Authority, the European Institute of Innovation and Technology, the European Securities and Markets Authority) and notes furthermore that agencies' websites must ensure visibility when funds from the Union budget are being used, as happens with obligations on other public authorities;

34. Calls for a strengthening of coordination at local level, increased dialogue among donors, stakeholders and local authorities, and a focus on sustainable measures for returnees; calls for efforts to be made to ensure the return of refugees and internally displaced persons to all affected areas; calls on the country to address the unresolved humanitarian issue of the 7 886 cases of persons still missing from the war and to improve the working conditions of the Missing Persons Institute;

Een ambitieuze agenda voor de bovengenoemde activiteiten zal zeker helpen om het probleem op te lossen, en ook is doeltreffende communicatie vereist, maar een stap vooruit wat betreft de toekomstige locatie van het instituut zal een centraal onderdeel van deze strategie moeten uitmaken.
Certainly, an ambitious agenda for the above-mentioned activities will help solve the problem; good and effective communication is also needed; but we believe a major step forward in what regards the future premises of the Institute will be a key element in this Strategic Agenda.
