De Commissie heeft de stand van zaken toegelicht betreffende de internationale ontwikkelingen in de Internationale Burgerluchtvaartorganisatie (ICAO) en haar recente voorstel gepresenteerd voor een besluit om "de klok stil te zetten" door de handhaving van de verplichtingen van luchtvaart­exploitanten met betrekking tot inkomende en uitgaande internationale vluchten (buiten de EU) uit hoofde van de EU-regeling voor de emissiehandel op te schorten voor 2012 (17703/12).
The Commission provided an update on international developments in the International Civil Aviation Organisation (ICAO) and presented its recent proposal for a decision to "stop the clock" by temporarily deferring enforcement of the obligations of aircraft operator in respect of incoming and outgoing international (extra-EU) flights under the EU Emission Trading System (ETS) for 2012 (17703/12).

Op basis van bovenstaande informatie is de rapporteur van oordeel dat het Parlement de positie van de EU binnen de ICAO moet helpen versterken. Daarom verzoekt hij de Commissie vervoer en toerisme haar toestemming te verlenen voor de sluiting van het memorandum van samenwerking tussen de Europese Unie en de Internationale Burgerluchtvaartorganisatie, dat een kader biedt voor versterkte samenwerking.
On the basis of the above-mentioned your Rapporteur takes the view that the Parliament should contribute to a strengthened EU position within ICAO and suggests, therefore, that the TRAN committee should give its consent to the conclusion of the Memorandum of Cooperation between the European Union and the International Civil Aviation Organization providing a framework for enhanced cooperation.

Andere belangrijke maatregelen voor de lucht- en scheepvaart zijn: de invoering van schonere motoren en ontwerpen en de overschakeling op duurzame brandstoffen (zie STTP); de voltooiing van het gemeenschappelijk Europees luchtruim met 58 landen en 1 miljard inwoners tegen 2020; samenwerking met internationale partners en binnen internationale organisaties zoals de ICAO (de Internationale Burgerluchtvaartorganisatie) en de IMO (internationale Maritieme Organisatie) om de Europese concurrentiekracht en klimaatdoelstellingen op mondiaal niveau te bevorderen.

HERINNERT eraan dat in het zesde milieuactieprogramma van de Gemeenschap (MAP) wordt opgeroepen tot vaststelling en uitvoering van specifieke maatregelen ter beperking van de broeikasgasemissies in de luchtvaart, indien daarover in 2002 binnen de Internationale Burgerluchtvaartorganisatie (ICAO) nog geen overeenstemming is bereikt; BEVESTIGT de talrijke Raadsconclusies uit het verleden waarin de wereldwijde emissies van de luchtvaart als een ernstig en groeiend probleem zijn erkend, en waarin is opgeroepen tot maatregelen als bedoeld in het Zesde milieuactieplan; en ERKENT dat op de Europese Unie als hoofdrolspeler op het internationale luchtvaarttoneel, die ongeveer de helft van de door de in bijlage I genoemde partijen bij het UNFCCC opgegeven CO -uitstoot van de internationale luchtvaart voor zijn rekening neemt, de verantwoordelijkheid rust om maatregelen te nemen om de gevolgen van de luchtvaart voor het klimaat tegen te gaan.
2. RECALLS the 6 Community Environment Action Programme (EAP) calls for the identification and undertaking of specific actions to reduce greenhouse gas emissions from aviation if no such action is agreed within the International Civil Aviation Organisation (ICAO) by 2002; REAFFIRMS the numerous past Council Conclusions which recognise global emissions from aviation as a serious and growing problem and have called for action as set out in the 6 EAP; and RECOGNISES that the European Union, as a major player in global aviation accounting for about half of the CO emissions from international aviation reported by Annex I Parties to the UNFCCC, has a responsibility to pursue courses of action to address the climate impact of aviation.

De Raad is verheugd dat er tijdens de 33e zitting van de Algemene Vergadering van de Internationale Burgerluchtvaartorganisatie (ICAO) enige vooruitgang is geboekt bij de opstelling van internationale maatregelen om de uitstoot van het internationale vliegverkeer te beperken en spoort het Comité milieubescherming en luchtvaart van de ICAO aan om tijdens zijn vergadering van december een duidelijk tijdschema op te stellen voor de goedkeuring van die maatregelen door de ICAO-Raad.
The Council welcomes that some progress was made at the 33rd session of the International Civil Aviation Organisation (ICAO) Assembly towards the elaboration of international measures to control emissions from international aviation, and urges ICAO's Committee on Aviation Environmental Protection at its December meeting to set a clear time schedule for the adoption of such measures by the ICAO Council.
