TRADUCTIONS EN CONTEXTE

v. te zorgen voor consistentie met internationale normen zoals die zijn goedgekeurd door de Internationale Maritieme Organisatie en de Internationale Organisatie voor de Burgerluchtvaart, en deze als minimumnormen te beschouwen en zich tegen verlaging van die internationale benchmarks teweer te stellen; als langetermijndoelstelling te streven naar bindende internationale regels voor de sectoren van zee- en luchtvervoer; te zorgen voor de toepassing van IAO-verdragen die relevant zijn voor de logistieke en vervoerssector, zoals het Maritiem Arbeidsverdrag; te onderstrepen dat de wetgeving van de EU en de lidstaten voordelen oplevert voor werknemers, onder meer inzake veiligheid en beveiliging, voor consumenten en het milieu; te benadrukken dat alle dienstverleners in de EU (buitenlandse en binnenlandse) deze wetgeving moeten naleven; te erkennen dat de kwaliteit van diensten intrinsiek verbonden is met de kwaliteit van de arbeidsomstandigheden en het vigerende regelgevingskader;
v. to ensure consistency with international standards, such as those endorsed by the International Maritime Organisation and the International Civil Aviation Organisation, and to consider them as minimum standards and to oppose any lowering of these international benchmarks; to pursue, as a long-term objective, binding international trade rules for the maritime and air transport sectors; to ensure the application of ILO Conventions relevant to the logistics and transport sectors, such as the Maritime Labour Convention; to stress that EU and Member State legislation provides benefits for workers, including safety and security, consumers and the environment; to underline that all those who provide services within the EU, whether foreign or domestic, are to comply with this legislation; to acknowledge that the quality of services is intrinsically linked to the quality of employment and the regulatory frameworks in place;

The Council and the Parliament recalled an earlier commitment to take action in the Climate and Energy Package adopted on 23 April 2009: "in the event that no international agreement which includes international maritime emissions in its reduction targets through the International Maritime Organisation has been approved by Member States or no such agreement through the UNFCCC has been approved by the Community by 31 December 2011, the Commission should make a proposal to include international maritime emissions in the Community reduction commitment, with the aim of the proposed act entering into force by 2013.

16. is verheugd over de aanzienlijke bijdrage die de EU NAVFOR-operatie Atalanta levert aan de inspanningen om piraterij te bestrijden en de maritieme veiligheid voor de kust van Somalië te verbeteren; onderstreept de rol van deze operatie in de bescherming van de schepen die door het Wereldvoedselprogramma zijn gecharterd voor de levering van voedselhulp aan Somalië en andere kwetsbare schepen, alsook voor leveringen aan AMISOM; is verheugd over het besluit van de Raad van 23 maart 2012 om de EU NAVFOR-operatie Atalanta te verlengen tot december 2014 en het mandaat ervan uit te breiden zodat zij zich kan richten op de operationele bases van de piraten aan land; dringt er bij de lidstaten op aan ervoor te zorgen dat de EU NAVFOR-operatie Atalanta naar behoren wordt ondersteund met adequate surveillance- en patrouillevaartuigen, aangezien de huidige vooruitgang in de strijd tegen piraterij nog kan worden tenietgedaan, en met middelen voor de internationale gemeenschap om de piraten en hun financierders en netwerken te vervolgen, en erkent dat de meest doeltreffende antipiraterijmaatregelen de beschermingsmaatregelen aan boord zijn die zijn ingevoerd door de rederijen; is in verband hiermee ingenomen met de recente oproepen vanuit de maritieme industrie om regelgeving uit te werken voor de private maritieme beveiligingsbedrijven en verzoekt de Internationale Maritieme Organisatie, de vlaggenstaten en de maritieme industrie om samen te werken aan de verdere ontwikkeling en de tenuitvoerlegging van duidelijke, samenhangende en afdwingbare internationaal overeengekomen normen voor het gebruik van gewapend beveiligingspersoneel met een privécontract aan boord van schepen en verzoekt private maritieme beveiligingsbedrijven om die richtsnoeren strikt na te leven;
16. Welcomes the important contribution made by EU-NAVFOR Operation ATALANTA in the effort to fight piracy and improve maritime security off the coast of Somalia; underlines its role in protecting World Food Programme chartered vessels delivering aid to Somalia and other vulnerable vessels, as well as supplies to AMISOM; welcomes the Council decision of 23 March 2012 prolonging EU-NAVFOR Atalanta to December 2014 and extending its mandate to target the operational bases of pirates onshore; urges the Member States to ensure that EU-NAVFOR ATALANTA is properly supported with adequate surveillance and patrol ships, since the current gains in the fight against piracy are reversible, as well as with the means for the international community to pursue pirates and their financiers and networks, recognising that the most effective counter-piracy measures have in fact been the on-board vessel protection measures introduced by shipping companies; welcomes, in this context, the recent calls from the maritime industry for the regulation of private maritime security companies, and calls on the International Maritime Organisation, flag states and the maritime industry to work together in order to further develop and implement clear, consistent and enforceable internationally agreed standards regarding the use of privately contracted armed security personnel on board ships, and for private maritime security companies to act in strict adherence with those standards;

In overweging 3 staat: “Alle sectoren van de economie, met inbegrip van de internationale zeescheepvaart en luchtvaart, moeten ertoe bijdragen deze emissiereducties te bereiken (.) Indien er uiterlijk op 31 december 2011 via de Internationale Maritieme Organisatie (IMO) geen internationale overeenkomst waarin de emissies van de internationale zeescheepvaart in de reductiestreefcijfers worden opgenomen, door de lidstaten is goedgekeurd of een dergelijke via het UNFCCC tot stand gekomen overeenkomst niet door de Gemeenschap is goedgekeurd, dient de Commissie een voorstel te doen voor de opneming van de emissies van de internationale zeescheepvaart overeenkomstig geharmoniseerde modaliteiten in de reductieverplichting van de Gemeenschap, zulks met het oog op de inwerkingtreding van het voorgestelde besluit uiterlijk in 2013.
Recital 3 states that ‘[a]ll sectors of the economy should contribute to achieving these emission reductions, including international maritime shipping and aviation. In the event that no international agreement including international maritime emissions in its reduction targets through the IMO has been approved by Member States and/or no such agreement through the UNFCCC has been approved by 31 December 2011, the Commission should make a proposal to include international maritime emissions according to harmonised modalities in the Community reduction commitment with the aim of its entry into force by 2013.

To promote the achievement of the objective set out in Article 1, the Commission and Member States, as appropriate, shall, without prejudice to Article 300 of the Treaty, pursue bilateral and multilateral cooperation with third countries and relevant international organisations such as the United Nations Economic Commission for Europe (UNECE), the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), including through the exchange of information, concerning technical and scientific research and development and with the aim of improving the basis for the facilitation of emission reductions.
