In order to clarify the regime of exemptions for the European System of Central Banks (ESCB), other national bodies performing similar functions and bodies intervening in the management of public debt, it is appropriate to limit such exemptions to the bodies and institutions performing their functions in accordance with the law of one Member State or in accordance with the Union law, as well as to international bodies of which two or more Member States are members and which have the purpose of mobilising funding and providing financial assistance to the benefit of their members that are experiencing or threatened by severe financing problems, such as the European Stability Mechanism.

Emphasises that the euro has emerged as the second most important international currency behind the US dollar; in particular, considers that the wide use of the euro in international bond markets is a key feature of the euro's international role; regrets that the Eurogroup, the Commission and the ECB continue to be represented to very different extents in the various international institutions and fora; observes with interest that the Eurogroup and the ECOFIN Council have considered proposals to strengthen the external representation of the eurozone and to improve internal coordination in the external scene; considers that further steps are needed before the external representation of the eurozone is commensurate with its growing importance in the global economy; considers that a prerequisite for common external representation is the existence of a genuine common economic policy within the eurozone; reasserts that the best option for representation of the eurozone in the major international financial fora and institutions remains the creation of a single eurozone chair;

Underlines that policy coherence between both the EU and its Member States and between the global institutions involved in economic governance and development – e.g. the IMF, the World Bank, the WTO, the ILO and the UNDP – is paramount in securing progress in the developing world so that globalisation becomes an opportunity for people all over the world; stresses that these organisations must work towards the same goals if they are to be effective; welcomes, therefore, the WCSDG’s concrete proposals to achieve greater policy coherence; welcomes, also, the Commission’s ambitions of ensuring coherence within the IFIs and of speaking with one voice in these institutions; emphasises that the EU is a much stronger global actor when it acts in unity in the multilateral institutions;
