Het Voorzitterschap verzoekt de Commissie : a) de Raad zo spoedig mogelijk in kennis te stellen van : - het resultaat van de besprekingen die zij met de vakbonds- en beroepsorganisaties over het EUROS-register heeft gevoerd ; - het resultaat van de door haar verrichte studies over overheids- steun in de zeevervoersector en over het verband tussen deze steun en de werkgelegenheid voor zeelieden uit de Gemeenschap ; b) haar mededeling en de daarin vervatte voorstellen om de verdere uitbouw van het zeevervoer over korte afstand in de Gemeenschap te bevorderen in te dienen ; c) de wenselijkheid te onderzoeken van voorstellen om op gemeenschapsniveau minimumvoorwaarden te bepalen voor de opneming van schepen in de registers van de Lid-Staten ; d) een mededeling over de externe betrekkingen op het gebied van het zeevervoer in te dienen om aan de Raad richtsnoeren voor te leggen waarin de algemene beleidslijnen, de prioritaire acties op het gebied van de betrekkingen van de Gemeenschap met derde landen, alsook de binnen de internationale instanties te ondernemen acties worden bepaald ; e) na te gaan of de Verordeningen nr. 4057/86 en nr. 4058/86 van 22 december 1986 met betrekking tot oneerlijke praktijken en de vrije toegang tot lading in het vervoer over zee verscherpt of beter toegepast moeten worden ; f) zich te beraden over de middelen die moeten worden aangewend ten aanzien van schepen die in van de Lid-Staten afhankelijke wateren varen en waarvan de normen inzake de veiligheid op zee niet doeltreffend door hun Staat van registratie worden gecontroleerd ; g) de gevolgen van de toepassing van de mededingingsregels in het zeevervoer, inclusief de machtiging tot vaststelling van tarieven voor het multimodale vervoer, in het oog te blijven houden ; h) een verslag voor te leggen over de registers voor vrije registratie waarin deze aan het internationale recht worden getoetst en wordt uiteengezet welke gevolgen deze hebben voor de situatie van schepen die de vla ...
3. The Presidency calls upon the Commission to: (a) relay to the Council as soon as possible: - the outcome of its discussions with trade unions and professional organizations regarding the EUROS register, and - the result of the studies it has carried out on State aid in the shipping sector and on the link between such aid and the employment of Community crews; (b) submit a communication and appropriate proposals to promote the development of short-haul shipping within the Community; (c) examine the advisability of proposals for the establishment of minimum standards at Community level for the registration of ships in Member States' registers; (d) submit a communication on external relations in shipping, with a view to submitting guidelines on the matter to the Council defining general guidelines, action which should have priority regarding relations between the Community and third countries, and action to be taken within international bodies; (e) consider the need to reinforce or improve the application of the provisions of Regulations Nos 4057/86 and 4058/86 of 22 December 1986 on unfair practices and access to trans-ocean traffic; (f) consider ways of taking action to deal with ships sailing in Member States' waters where the shipping safety standards are not subject to effective control by the State of registration; (g) continue observing the impact of the application of competition rules to shipping, including multi-modal rate authority (h) submit a report on open registers, including an assessment as regards international law, and their impact on the situation of vessels flying the flag of a Member State.

II DE RAAD VERZOEKT DE COMMISSIE 1. hem geregeld - op basis van uitvoerige tweejaarlijkse rapporten - te informeren over de overheidssteun en over het optreden van het bedrijfsleven op het gebied van de mededinging, zodat de Raad te gelegener tijd kan nagaan hoe het mededingingsbeleid tegen de achtergrond van het concurrentievermogen van de communautaire industrie in de toekomst kan worden uitgewerkt en toegepast ; 2. rekening te houden met deze overwegingen bij de maatregelen die de Commissie zal treffen om te komen tot meer doeltreffende communautaire voorschriften inzake overheidssubidies en om meer aan te sturen op internationale samenwerking tussen autoriteiten op mededingingsgebied, en rekening houdend met de belangen van de Unie te bevorderen dat de mededingingsregels op internationaal niveau doeltreffend worden toegepast, met inachtneming van de concrete mededingingssituatie.
II THE COUNCIL INVITES THE COMMISSION: 1. To report to it periodically both regarding State aid, on the basis of exhaustive two-yearly surveys, and regarding enterprises' competition behaviour, so that the Council can, in good time, examine the future development and application of competition policy with respect to the competitiveness of Community industry, 2. To take these Council's considerations into account in the initiatives that the Commission will take in order to achieve greater effectiveness of Community rules on State subsidies and to increase its efforts towards international cooperation between competition authorities and to promote an effective application of competition rules at international level taking into account the reality of competition, in the best interest of the Union.
