They comprise the Guidance Section of the EAGGF for structural adjustment in agriculture and for rural development, the Regional Development Fund for structural aid under regional policy, the Social Fund for social policy measures, and the Financial Instrument for Fisheries (FIFG).

(1) Artikel 1, lid 3, van Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) en tot wijziging en instelling van een aantal verordeningen(2) bepaalt dat bij de maatregelen voor plattelandsontwikkeling die worden geïntegreerd in de maatregelen ter bevordering van de ontwikkeling en de structurele aanpassing van de regio's met een ontwikkelingsachterstand (doelstelling 1) of die de maatregelen ter ondersteuning van de economische en sociale omschakeling van de gebieden met structurele moeilijkheden (doelstelling 2) in de betrokken regio's begeleiden, de specifieke oogmerken van de communautaire steunverlening in het kader van de structuurfondsen in acht moeten worden genomen overeenkomstig het bepaalde in Verordening (EG) nr. 1260/1999.
(1) Article 1(3) of Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(2) specifies that rural development measures which are integrated into the measures promoting the development and structural adjustment of regions whose development is lagging behind (Objective 1) or which accompany the measures supporting the economic and social conversion of areas facing structural difficulties (Objective 2) in the regions concerned, shall take into account the specific targets of Community support under the Structural Funds according to the conditions laid down in Regulation (EC) No 1260/1999.

6. Bij de voorbereiding en de evaluatie van en de financieringsbesluiten voor de programma's voor structurele aanpassing worden de bepalingen van deze Overeenkomst betreffende de uitvoeringsprocedures in acht genomen, en wordt rekening gehouden met de noodzaak van snelle uitkering van de steun voor structurele aanpassing.
6. The preparation, appraisal and financing decision for structural adjustment programmes shall be carried out according to the provisions on implementation procedures of this Agreement with due regard to the quick disbursing feature of structural adjustment programmes.

(4) Whereas in order to increase the concentration and simplify the operation of the Structural Funds the number of priority objectives should be reduced as compared with Regulation (EEC) No 2052/88; whereas those objectives should be redefined as promoting the development and structural adjustment of regions whose development is lagging behind, economic and social conversion of areas facing structural difficulties and adapting and modernising policies and systems of education, training and employment;

(10) Overwegende dat in de Gemeenschap een hervorming van het gemeenschappelijk landbouwbeleid gaande is, die structuurmaatregelen en begeleidende maatregelen ten behoeve van de plattelandsontwikkeling omvat; dat het Europees Orientatie- en Garantiefonds voor de Landbouw (EOGFL), afdeling Oriëntatie, in dat verband tot de verwezenlijking van de prioritaire doelstelling inzake ontwikkeling en structurele aanpassing van regio's met een ontwikkelingsachterstand moet blijven bijdragen door verbetering van de doeltreffendheid van de structuren voor de productie, de verwerking en de afzet van landbouw- en bosbouwproducten en door ontwikkeling van het eigen potentieel van de plattelandsgebieden; dat het EOGFL, afdeling Garantie, dient bij te dragen tot de verwezenlijking van de prioritaire doelstelling inzake economische en sociale omschakeling van de zones die in structurele moeilijkheden verkeren, overeenkomstig Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het EOGFL(7);
(10) Whereas the Community has undertaken a reform of the common agricultural policy which includes structural and accompanying measures for promoting rural development; whereas in this context the Guidance Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) should continue to contribute to attaining the priority objective of the development and structural adjustment of the regions whose development is lagging behind, by improving the efficiency of the structures of production, processing and marketing of agricultural and forest products and developing local potential in rural areas; whereas the EAGGF Guarantee Section contributes to attaining the priority objective of economic and social conversion of areas facing structural difficulties, in accordance with Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(7);

(7) Overwegende dat het Europees Fonds voor Regionale Ontwikkeling (EFRO) hoofdzakelijk bijdraagt tot de verwezenlijking van de doelstellingen inzake ontwikkeling en structurele aanpassing van regio's met een ontwikkelingsachterstand en economische en sociale omschakeling van de zones die in structurele moeilijkheden verkeren;
