Het idee voor het Fiscalis-initiatief gaat terug op een aantal eerdere activiteiten op dit terrein, met name op het zgn. Matthaeus-Tax-programma van 1993 voor de beroepsopleiding van ambtenaren belast met indirecte fiscaliteit, dat bedoeld was om deze ambtenaren voor te bereiden op de gevolgen van de totstandbrenging van de interne markt en om de administratieve samenwerking te verbeteren.
The idea of the Fiscalis initiative came from earlier activities, namely the Matthaeus-Tax programme of 1993, concerning the vocational training of indirect taxation officials to prepare them for the implications arising out of the Internal Market and improve administrative co-operation.

Het Fiscalis-Programma en de voorganger daarvan, het Matthaeus-Tax-Programma, hebben de administratieve samenwerking bevorderd door uitwisselingen van ambtenaren tussen de administraties van de lidstaten, de organisatie van studiebijeenkomsten waarop duidelijk omschreven onderwerpen worden behandeld, en de organisatie van multilaterale controles op het gebied van de indirecte belastingen.
The Fiscalis programme, and its predecessor, the Matthaeus-Tax programme, has acted as a focal point for administrative cooperation through exchanges of officials between the administrations of Member States, the organisation of seminars which tackle clearly defined subject areas, and the organisation of multilateral controls in the field of indirect tax.

Drawing on the Matthaeus Programme for Community customs officials and the Commission pilot programme started in 1991 for civil servants working in VAT and excise, Matthaeus-Tax will consist mainly of the following: - exchanges of officials between national departments; - seminars to exchange job-related ideas and experience; - common training programmes to promote the dissemination of Member State teaching experience; - courses run by national administrations to improve linguistic knowledge.

Op 26 mei 1993 heeft het Europees Parlement een zeer gunstig advies uitgebracht over de goedkeuring van het voorstel van de Commissie tot vaststelling van een communautair actieprogramma voor de uitwisseling en beroepsopleiding van ambtenaren van de nationale overheden belast met de indirecte fiscaliteit, het MATTHAEUS-TAX-Programma. Nu dit advies is uitgebracht, kan de Raad dat voorstel waarschijnlijk zeer binnenkort aannemen.
On 26 May, Parliament delivered a highly favourable opinion on the adoption of the Commission proposal to set up Matthaeus-Tax, a Community exchange and training programme for officials dealing with indirect taxation in the Member States.

Door deze diensten via uitwisselingen van ambtenaren beter met elkaar bekend te maken, zal MATTHAEUS-TAX bijdragen tot het ontstaan van een klimaat van wederzijds vertrouwen, dat onmisbaar is om tot een dergelijke samenwerking te komen.
On the basis of exchanges, mutual awareness between these administrations would improve and Matthaeus-Tax would therefore help engender the good relations vital for developing such cooperation.
