12.4. To this effect, facilitated access, in accordance with Articles 12.2 and 12.3, shall be provided pursuant to a standard material transfer agreement (MTA), which shall be adopted by the Governing Body and contain the provisions of Articles 12.3a, d and g, as well as the benefit-sharing provisions set forth in Article 13.2d(ii) and other relevant provisions of this Treaty, and the provision that the recipient of the plant genetic resources for food and agriculture shall require that the conditions of the MTA shall apply to the transfer of plant genetic resources for food and agriculture to another person or entity, as well as to any subsequent transfers of those plant genetic resources for food and agriculture.

The conclusion of the report is that compared with MDMA (ecstasy), 4-MTA appears to be associated with a higher risk of acute effects including adverse reaction and overdose.

Indien de Raad het voorstel van de Commissie goedkeurt, verbinden alle lidstaten zich ertoe controlemaatregelen in te voeren en de verspreiding van 4-MTA strafbaar te stellen.
If the Council adopts the Commission's proposal it will mean that all Member States undertake to introduce control measures and to make distribution of 4-MTA subject to criminal penalties.

Following an evaluation of the risks linked to 4-MTA (amphetamine derivative), which the Presidency asked the EMCCDA to carry out in February 1999, 4-MTA is now one of the new synthetic drugs which is to be made subject to control measures and criminal provisions in accordance with the 1971 United Nations Convention [Official Journal L 244, 16.06.1999].
