On 17 July 1998 the Council adopted Regulation (EC) No 1572/98 (7) amending Regulation (EEC) No 1360/90 with a view to including in the activities of the European Training Foundation the Mediterranean non-member countries and territories which are beneficiaries of the financial and technical measures to accompany the reform of their economic and social structures pursuant to Council Regulation (EC) No 1488/96 of 23 July 1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership (8).

In March 2005, the European Council underlined that “ in order to encourage investment and provide an attractive setting for business and work, the European Union must complete its internal market and make its regulatory environment more business-friendly, while business must in turn develop its sense of social responsibility ” . In the Integrated Guidelines for Growth and Jobs (2005-2008), the Council recommended that Member States should “ encourage enterprises in developing their corporate social responsibility ”.

Concluding detailed discussions of the Conference in Salonica on strengthening civil society and economic development in South East Europe organised by the European Economic and Social Committee (ESC), the Royaumont Process for stability and good neighbourliness in South Eastern Europe and the Economic and Social Council of Greece (OKE), well over 100 representatives of workers, employers' and voluntary civil society organisations from the European Union and South East Europe Stability Pact countries presented their conclusions in an open session to the Ministers of Labour of the countries of South East Europe, within the wide objectives of the Stability Pact.
