Reminds the Commission that the low level of wages and environmental protection is still a very important aspect of international competition and that it is urgently necessary to pursue an upwards alignment of these standards so that the EU can genuinely re-industrialise; calls therefore upon the Commission to negotiate binding commitments regarding workers’ rights and environmental protection in FTAs with third countries; calls also upon the Commission to develop mandatory traceability systems for products to prove their compliance with international standards in matters of workers’ rights and environmental protection;

In punt 70, onder 1, van de richtsnoeren inzake staatssteun voor milieubescherming wordt die milieubescherming als volgt gedefinieerd: elke maatregel die is gericht op de preventie of het herstel van aantastingen van de natuurlijke omgeving of de natuurlijke hulpbronnen door de eigen activiteiten van de begunstigde, op het beperken van het risico op dergelijke aantastingen, dan wel op de aanmoediging van een rationeler gebruik van die hulpbronnen, met inbegrip van energiebesparende maatregelen en het gebruik van hernieuwbare energiebronnen. Uit punt 151 blijkt dat maatregelen die ten minste indirect bijdragen tot de verbetering van het niveau van de milieubescherming, onder het toepassingsgebied van de richtsnoeren inzake staatssteun voor milieubescherming vallen.
Point 70(1) of the Guidelines defines ‘environmental protection’ as ‘any action designed to remedy or prevent damage to physical surroundings or natural resources by a beneficiary’s own activities, to reduce the risk of such damage or to lead to more efficient use of natural resources, including energy-saving measures and the use of renewable sources of energy’. Point 151 states that for a measure to fall within the scope of the Guidelines it is enough that it should improve the level of environmental protection indirectly.

Daar bij de toepassing van de communautaire richtsnoeren inzake staatssteun voor milieubescherming voldoende ervaring is opgedaan, dienen investeringssteun die ondernemingen in staat stelt communautaire normen te overtreffen of om, bij ontstentenis van communautaire normen, het niveau van de milieubescherming te doen toenemen, steun voor de aanschaf van nieuwe vervoersmiddelen die verder gaan dan communautaire normen of die, bij ontstentenis van communautaire normen, het niveau van milieubescherming doen toenemen, steun voor vroege aanpassing door kmo’s aan toekomstige communautaire normen, milieu-investeringssteun ten behoeve van energiebesparing, milieu-investeringssteun ten behoeve van hoogrenderende warmtekrachtkoppeling, milieu-investeringssteun ter stimulering van hernieuwbare energiebronnen, daaronder begrepen investeringssteun ten behoeve van duurzame biobrandstoffen, steun voor milieustudies en bepaalde steun in de vorm van verlagingen van milieubelastingen te worden vrijgesteld van de aanmeldingsverplichting.
In view of the sufficient experience gathered in the application of the Community guidelines on State aid for environmental protection, investment aid enabling undertakings to go beyond Community standards for environmental protection or increase the level of environmental protection in the absence of Community standards, aid for the acquisition of transport vehicles which go beyond Community standards or which increase the level of environmental protection in the absence of Community standards, aid for early adaptation to future Community standards by SMEs, environmental aid for investment in energy saving, environmental aid for investment in high efficiency cogeneration, environmental aid for investments to promote renewable energy sources including investment aid relating to sustainable biofuels, aid for environmental studies and certain aid in the form of reductions in environmental taxes should be exempt from the notification requirement.

Non-governmental organisations active in the field of environmental protection which meet certain criteria, in particular in order to ensure that they are independent and accountable organisations that have demonstrated that their primary objective is to promote environmental protection, should be entitled to request internal review at Community level of acts adopted or of omissions under environmental law by a Community institution or body, with a view to their reconsideration by the institution or body in question.

(4) NGO's die werkzaam zijn op het gebied van milieubescherming hebben reeds aangetoond dat zij kunnen bijdragen tot het milieubeleid van de Gemeenschap, als bepaald in artikel 174 van het Verdrag, doordat zij actief betrokken zijn bij concrete maatregelen ter bescherming van het milieu en bij activiteiten ter vergroting van het algemene bewustzijn van de noodzakelijkheid van milieubescherming met het oog op een duurzame ontwikkeling.
