In lijn met het vlaggenschip 2020 "Industriebeleid in een tijd van mondialisering" en de wet voor kleine ondernemingen ("Small Business Act") ondersteunt de strategie mkb's (onder naleving van de staatssteunregels) door de verbetering van de toegang tot financiering, door betere regelgeving en door hen te helpen om zich aan de mondialisering aan te passen.
In line with the Europe 2020 Flagship "An industrial policy for the globalisation era" and the Small Business Act, the Strategy is supporting SMEs (respecting state-aid rules), by improving access to finance, by better regulation, and by helping them adapt to globalisation.

There are a number of reasons to explain this, ranging from the institutional (the African Union) to the political (reforms and democratisation processes), from the economic (a raw material boom, attractive investment opportunities, sustained economic growth on the continent, in recent years averaging 5.5% with nine countries in 2005 near or above the 7 percent growth threshold needed for sustained poverty reduction[1]) to the strategic (global power realignments, involvement of an increasing range of international actors in Africa), from the social (globalisation of socio-cultural norms, mass media) to the demographic (Africa soon having as many inhabitants as India or China, increasing mobility and migration within Africa and between Africa and the EU) – all closely related to a context of intensifying globalisation.

Bij de huidige mondialisering moeten bedrijven hun producten en fabricageprocessen verder ontwikkelen en hun vaardigheden verbeteren om op nieuwe markten concurrerend te blijven. Ook moeten zij de nieuwe kansen aangrijpen die door de technologische vooruitgang en mondialisering worden geboden.
In the context of globalisation, enterprises need to develop their products and manufacturing processes while improving their skills in order to remain competitive in the new markets, but they must also find new opportunities resulting from technological developments and globalisation.

De mondialisering kwam aan bod in de mededeling "Het concurrentievermogen van de Europese ondernemingen in de context van de mondialisering - de bevordering van het concurrentievermogen" (COM (98) 718 def) uit 1999.
The issue of globalisation was addressed in the 1999 Communication ('The competitiveness of European enterprises in the face of globalisation - How it can be encouraged' (COM (98) 718 final).

4. De mondialisering leidt tot heviger concurrentie als gevolg van de sterkere integratie van de markten, ongeacht of het daarbij gaat om de mondialisering van de financiële markten, de uitbreiding van het handelsverkeer en van de rechtstreekse investeringen, de toeneming van het aantal samenwerkingsakkoorden tussen ondernemingen, enz. De overgang naar een kenniseconomie en de bevordering van het gebruik van de nieuwe technologieën in alle regionale economieën worden derhalve prioritaire doelstellingen.
4. Globalisation is resulting in stiffer competition on account of the greater integration of markets, whether in the form of the internationalisation of financial markets, the growth of trade and direct investment or the rising number of inter-company co-operation agreements, etc. The transition to a knowledge-based economy and the promotion of the use of new technologies in regional economies as a whole are, therefore, becoming priorities.
