2. I. whereas, following violent clashes between protestors and security forces, leading to dozens of deaths, on the eve of and in the weeks after the second anniversary of the January 25 Revolution, sparked by either the increased lawlessness in Egypt, the vast decline of the Egyptian economy and the dozens of death sentences handed down against civilians involved in the deadly 2012 football riots in Port Said, leading President Morsi to announce a state of emergency in several Egyptian cities, and prompting warnings by the military of ‘the collapse of the state’, opposition leaders in a sign of unity on 30 January 2013 urged President Morsi to stop the violence against protestors, to form a national unity government and to start a national dialogue; whereas President Morsi dismissed the calls for a unity government;

4. is ervan overtuigd dat alle politieke stromingen in het land in de samen te stellen regering van nationale eenheid moeten zijn vertegenwoordigd, wil er een vreedzame oplossing tot stand worden gebracht en een blijvende stabiliteit worden verzekerd; verwelkomt in dit verband het decreet waarbij president Bozizé de premier van het land heeft weggestuurd, als een van de maatregelen waarop in de vredesonderhandelingen werd aangedrongen, teneinde de weg vrij te maken voor een regering van nationale eenheid, onder leiding van een door de oppositie te kiezen premier;
4. Is convinced that in order to secure a peaceful resolution to the conflict and ensure lasting stability, the composition of the government of national unity must represent all the country’s political forces; welcomes, in this respect, the signing by President Bozizé of a decree removing the country’s prime minister, as one of the steps called for in a peace deal, in order to form a national unity government, which will be led by a prime minister chosen by the political opposition;
