39. verzoekt de Europese Investeringsbank en alle Europese instellingen van de lidstaten voor financiële ontwikkeling hun beleidsmaatregelen op het vlak van offshore financiële centra en niet-coöperatieve rechtsgebieden te verbeteren, met name door een lijst met rechtsgebieden op te stellen waar strikter toezicht nodig is dan de zwarte en grijze lijsten van de OESO, door voor elk land, waar nodig, een specifieke due diligence uit te voeren, door hoe dan ook de steun aan financiële tussenpersonen in rechtsgebieden met een hoog risico te verbieden en door van geregistreerde ondernemingen die in niet-coöperatieve rechtsgebieden en in offshore financiële centra zijn gevestigd te eisen dat zij zich verplaatsen, indien zij voor bepaalde activiteiten financiële steun willen ontvangen; verzoekt de Europese instellingen en de lidstaten zich in te spannen om ervoor te zorgen dat alle veertig aanbevelingen van het Financial Action Task Force op de juiste manier ten uitvoer worden gelegd, door voor elke instelling specifieke beleidsmaatregelen op te stellen, die onder meer voorzien in een strengere due diligence, met name in het geval van politiek gevoelige zaken;
39. Calls on the European Investment Bank and all the European development finance institutions of the Member States to improve their policies on offshore financial centres and uncooperative jurisdictions, in particular by adopting a list of jurisdictions that should be monitored more stringently by reference to the OECD's black list and grey list and by carrying out specific ‘due diligence’ of every country as necessary, while prohibiting any form of support for financial intermediaries in jurisdictions which are regarded as high-risk and requiring the relocation of registered companies resident in uncooperative jurisdictions and offshore financial centres as an essential prerequisite for financial support for specific activities; calls on the European institutions and the Member States to actively commit to ensuring the correct implementation of all 40 recommendations of the Financial Action Task Force through the adoption of specific policies for each institution, including enhanced due diligence, particularly in politically sensitive cases;
