Naast de gedocumenteerde gevallen van schendingen tegen individuele personen zijn er de schendingen van de rechten in sommige burgerwetten en diensten in de lidstaten van Europa - wetten die toegang tot de rechtspraak ontzeggen aan mensen die niet verbaal kunnen communiceren of alternatieve communicatiemethoden gebruiken, gehandicapten die opgesloten zitten in instellingen, vaak tegen hun wil en zonder stemrecht; diensten die mensen keuzevrijheid en beschikking over hun eigen leven ontzeggen en die de discriminatie en het isolement versterken.
As well as these documented violations against individuals there are the violations of rights within some civil laws and services within member states of Europe – laws which deny justice to people who cannot communicate verbally or use alternative methods of communication, disabled people who are incarcerated in institutions, often against their will and without a franchise; services which deny people the freedom of choice and control over their own lives and which add to their discrimination and isolation.
