D. whereas there are worrying signs of serious violations of democratic rules and freedoms in Ukraine, which are further aggravating the chances of overcoming the tense socio-economic situation and political hostilities in the country, such as the dissolution of the parliamentary group of the Communist Party of Ukraine, the trial which is intended to lead to the prohibition of that party, and a new law which allows the authorities to prohibit or restrict television and radio broadcasting, to restrict or terminate media activities, including on the internet, to restrict or prohibit the production or distribution of printed materials and to restrict or terminate telecommunication services and the use of public telecommunications networks – new so-called anti-terrorism legislation, which violates Ukraine’s obligations as a member of the Council of Europe and the association agreement with the EU; whereas the new government is failing to control the infamous and violent Right Sector movement; whereas these developments are seriously jeopardising the free and fair conduct of the forthcoming parliamentary elections;

G. overwegende dat de mate waarin extreemrechtse nationalistische en xenofobische politici in de nieuwe Oekraïense regering vertegenwoordigd zijn zeer verontrustend is; overwegende dat de nieuwe regering de notoire Rechtse Sector niet in toom weet te houden; overwegende dat de Communistische partij van Oekraïne, die met een programma is gekomen om de eenheid van Oekraïne te bewaren met bescherming van de rechten van alle burgers, te maken heeft gekregen met gewelddadige repressieve reacties, en dat aanstalten worden gemaakt met een verbod van de partij die onlangs voor de rechtbank is gedaagd;
G. whereas the level of representation of far-right, extreme nationalist and xenophobic politicians in the new Ukrainian Government is extremely worrying; whereas the new government is failing to control the infamous Right Sector; whereas the Communist Party of Ukraine, which has put forward a programme to preserve Ukraine’s unity while protecting the rights of all its citizens faces violent repression, and a legal ban of the party has been instigated, with the party recently being brought to the court;

J. whereas the new government is failing to control the extreme right-wing paramilitary groups; whereas, in particular and more and more frequently, members of the Verkhovna Rada and members of other democratic institutions who are members of the Communist Party of Ukraine are victims of right-wing attacks in which they are blackmailed, intimidated, and have their property seized or destroyed; whereas the central office of the Communist Party of Ukraine in Kyiv, which is owned by the Communist Party, as well as the property and personal belongings of employees who worked in the building, were confiscated and the building was burned; whereas many offices of the Communist Party in all Ukrainian regions have been attacked and destroyed; whereas even in the parliament political debates result in violent attacks against the opposition;

De Raad en de vertegenwoordigers van de regeringen van de lidstaten, in het kader van de Raad bijeen, hebben het besluit aangenomen betreffende de sluiting van de Partnerschaps- en Samenwerkingsovereenkomst met Oekraïne, die op 14 juni 1994 door de toenmalige twaalf lidstaten is ondertekend, en het Aanvullend Protocol om de nieuwe lidstaten - Oostenrijk, Finland en Zweden - in staat te stellen partij te worden bij de overeenkomst.
The Council, and the Representatives of the Governments of the Member States meeting within the Council, adopted the decision concerning the conclusion of the Partnership and Cooperation Agreement signed with Ukraine on 14 June 1994 by the then 12 Member States, as well as the Additional Protocol enabling the new Member States - Austria, Finland and Sweden - to become parties to it.
